Each applica~ion for a 3 perm~t that is req~~red by thxs Article shall be madE ~ by the proper~y owner or his author~zed agen~ to the ~ Director on a form furnished ~or ~hat purpose sha11 6 be accompanied by a per~~t applica~ion fee of ~ $343.00. Sec ~3-8 Engineer~ng Plans and Speci~icat~ons. Engineexing p~ans and specificaicaons, when requ~red puxsuant ico See~ ian 13-6 {b }(10 ), shal~. be drawn ico sca~.e upon reproducib~e paper or mylar and sha~.I be o~ su~~ic3.ent clarity to fndicate ~he na~cure and exl~ent of the work proposed and show ~.n detai~. ~hat it w~.1I con~orm to the provisions of thxs Aricie~e and a~.1 r~levanic laws, ord~.nances, xules and regu~a~ions. The ~irst sheet of each set o~ plans sha11 give the 1oca~ion of lche work and ~he name and address o~ ~he owner and the person by whom ~hey wer~ prepared. The plans shall includ~ the ~o~.~.owing informataon, unless waxved by the ~arec~or: (1) Gen~ra~ vicini~y of ~h~ proposed site. Sec.13-14. Engineering Geolog Re ort. The eng~neer~ng geology report, when required pursuant ~o Section 13-6(b)(10), sha11 ~nc~ude an adequate descr~ption o~ the geolagy of ~he sit~, conclusaons and recommendat~ons regarding ~he e~f ect o~ geologic conditions on ~he proposed grading, and opanions and recommenda~ions coner~ng the adequacy of sites to be developed by ~he proposed gradang. Recommenda~ions i~cl~ded ~n the repor~ shall be incorporated in the grad~ng plan or spec~~ications. Sec.13~1~. Erosion and Sediment Control P1an The erosion and sediment con~rol plan, when r~quired pursua~~ ~o Sec~ion 13-6(b}(~0), sha~l con~orm to the standards o~ this Ar~ic~e and shall con~ain ~easures to be incorporated ~nto ~h~ proposed work. The plan shalt con~ain a description of temparary and permanen~ measures for: (~.} Protection o~ na~ive and naturalitied vegetataon. (2) Minimi~ing disturbance or removal o~ vegei~~.~ion. { ~) Revege~aic3.on o~ disturbed areas. (4) Drainageway protec~ion. (5} Sed~men~ deten~~on.. ( 6 ) Fi11 s~.ope proiceci~ ~.on . When a permit is requ~red pursuant ~o this Ar~icle, ~he grading plan and erosion controX p~an applicable to the pro~ect sha11 conform to the standards set forth herein. {b) Sedimen~ Con~rol. (1) Sedrment caused by ~he grading project sha~l be re~ained on the si~e to the greates~ e~~ent ~easible. The maximum permanent rate o~ sediment loss a~~er complet~on of ~he project sho~ld no~ exceed ~he na~ural eros3on rate which occurred pr3or ta ~he grad~ng prajec~. I~, ~n ~he opinion of ~he Direc~or, excessive erosion occurs ~rom the project, ~rosion and sed~men~ con~roX measures sha11 be zmmedia~ely implemented ~o reduce eroszon to a~lowable lev~~s. {2) ~f requ~red by the D~rec~or, sedimen~ basins, s~diment traps, or similar sed~men~ con~rol measures, temparary ar permanent, sha~l be ins~al~ed pr~or ~o c~earang and grad~ng opexa~ions. (5) ~n order ~a prevent pollu~ing discharges ~~om occurring, approved erosian and sediment control dev~ces sha11 be required ~or all grading and fa~ling. Con~ro~ dev~ces a~d measures which ma.y be required include, bu~ are not limated to, the fol~ow~ng: a. Energy absorbing devices tv reduce ~he veloc3ty v~ runo~~ water. b. Sed~mentat~on con~rols, such as sedimen~ debrxs basins and sediment traps. Trapped sedament sha11 be r~~aved to a site approved by ~he Direc~or. c. D~spersal o~ water runo~~ ~rom developed 13 ~ areas over ~arge u~dist~rbed areas. d. Mult~ple discharge poin~s ~o reduce the 2 volume o~ runo~~ ov~r loca~~zed areas. 3 ~ {f) S1ope CQriS~~uC~IOII. {~) S~opes sha~~ not be steeper than one-to-one ~ {1:1) ~or cu~s and one and one-half-~o-one S (~ 1/2:~) ~or fills, unless a steeper s~op~ is ~ deter~ined su~tab~e by geologicax and soi~s 8 engineering analysxs. Erosion contro~ measures 9 1~ sha11 be sgec3~ied, as necessary. 11 (2} Slopes shall no~ be construct~d so as ~o endanger ar d~sturb adjoining proper~y. 12 (g} Revegetat~on and S~o e Sur~ace S~abalization. ~3 (1} Mulching, sesding, the planting o~ shrubs and 1~ trees, or o~her suz~able s~abiliza~aon measures ~5 sha~~ be used to protect exposed s~opes as ~~ ~~ necessary to con~ral erosion, sedimenta~ian and s~ope stability. Pre~erence sha~l be g~ven to ~8 us~ng na~~ve or ~ocally adap~ed grasses, shr~bs ~~ and woody vegeta~~on. 2~ 2~ , (2} Ear~h or paved interc~p~ors and diversions sha1~ be installed at the top o~ cut or ~i11 s3opes ~~ whe~e ther~ is a potential for erosive sur~ace 23 24 runo~ ~ . (1} Fi11s sha11 not b~ock or change natural wa~ercourses ar cans~ruc~ed channels unless approved by ~h~ Director. (2) F~13s plac~d in a 100~year ~~oodpla3n of wa~ercourses or wa~~rbod~es shall have sui~able pratection against eros~an during flooding. (3) Excava~ed materials sha1~ not ba deposi~ed or stored in or alongside the streams, ~akes or watercourses where ~he materials may be washed away by high water or storm ~uno~f. {j) Disposal of Cleared Vegeta~ion. V~ge~a~~on remov~d dur~ng c~earxng opera~ions sha~l be disposed o~ by one or ~ore o~ ~he ~ollowing methods: {1) Ch~pping a31 or some o~ ~he cleared vege~ation ~or use as mulch or compast on the site. (2) B~rnxng a1~ or som~ of the cleared vegeta~ion. Ma~eria~ ~o be burned sha11 be piled in a manner and ~n such locatzans as wil~ cause ~he ~eas~ ~ire risk and least damage to adjacent trees by insec~ infes~a~ion. BurnYng sha11 be thorough, 15 ~ so ~hat ~he ma~eria~s are reduced to ashes. No ~ 1ogs, branches or large charred pieces sha11 be 3 permit~ed ~o remain.
