That Chapter 27A is hereby added to the Butte County Code to read as follows: Chapter 27A Public Works Fees - Sect~.on 27A-1. Fees Char ed for Services The Butte County Department of Public Works, Building Division, is authorized to charge in addition to any other fees required by the County of Butte or State of California, the following fees for services it provides: 1. Building Permit. Conference of Building Officials, rounded off to the nearest dollar. The determination of value or valuation for other than new const- ruction spa11 be made by the Building Official based upon a reasonable. estimate of the cost of construction. -2- 1 2 3 4 fi B 7' 8 9 10 I1 12 13 14 15 16 17 18 19 20 21 22 23 24 2~ 28 The valuation for new and other construction shall be the total value of all construction work for which a permit is issued as well as finish work, painting, roofing, electrical, plumbing, heating, air conditioning, and other permanent work or equipment. The building permit fees for factory-built housing and mobile- homes on foundations sha11 be computed in the same .manner as for regular building construction except that the fee shall be one-half (1/2) of the building permit fee determined by the above table. Building permit renewal fees shall be one--half (1/2) of the original building permit fee. Inspection fees for energy regulations sha11 be $40.00 minimum with additional ,inspection fees based upon the rate of $40.00/hour when determined necessary by the Building Official to cover the casts of the Division. 2. Plan Check Fees When a plan is required to be submitted by subsection (b) of Section 302 of the Uniform Building Code, a plan checking fee shall be paid at the time of submitting the plans and specifications for checking. Plan checking fees shall be one-half {1/2) the building permit fee as set forth in Item #1 above with a minimum plan check fee of $20.00. Plan checking ,fees for identical buildings or structures previously plan _._ checked and approved for conformance with the applicable edition of the Uniform Building Code by the Building Department, State of California or International Conference of Building Officials shall be $20.00. Where plans are a.ncomplete or changed so as to require additional plan checking, an additional plan check fee may be charged by the Building Official, based upon the rate of $40.00/hour, with a minimum fee of $20.00. Plan checking fees for mobilehome utilities and, mobilehome installation permits shall be $20.00. 3. Additional Approved Plans Where an owner or contractor desires approval of an additional set of approved building plans, the-fee for this service shall be $20.00. 7. Filing Fees A filing fee of $15.00 shall be paid for each permit at the time of application. $. Transfer Fee A transfer fee of $15.00 shall be paid for transferring each permit from the original permittee to another person due to change in ownership or contractor. 9. Additional Inspection Fees A. For the inspection of any work for which no fee is herein prescribed, for the time consumed, at the rate of` $40.00/hour -with a minimum fee of $20.00. B. A resinspection fee may be assessed for each inspection or reinspection when such portion of work far which the inspection is called is not complete or when corrections called for are .not made. A pre-inspection fee may be assessed for each inspection made prior to the issuance of a permit to do work, to determine if the permit can be issued or to determine the extent of the work required This fee sha11 be for the time consumed, at the rate of $40.00/hour with $20.00 minimum fee. 1O. Penalty Fees When any work for which a permit is required by the Butte County Code is commenced prior to obtaining said permit, the permit fees specified in this Chapter shall be tripled. The payment of such triple fee shall not relieve any person from fully complying with the requirements of the Butte County Code in the execution of the work, nor from other penalties prescribed therein. This penalty provision shall not apply to emergency work when it sha11 be proved to the satisfaction of the ' Building Official that such work was urgently necessary and that it was not practical to obtain a permit therefor before the commencement of work. In all such cases, a permit must be obtained as soon as it is practical to da so, and if there be an unreasonable delay in obtaining such a permit, a triple fee as herein provided shall be charged. J.1. Requested Inspection Fee Where an :owner desires an inspection of a .building on which there is not an active building permit, for financing or other purposes, the inspection fee shall be seventy-five dollars ($75.00) per building. This fee shall be paid p~'iar to the inspection. This fee is to cover the cost of inspection and related administrative costs only. Mobilehomes and Mobilehome Accessory Buildings Mobilehome utilities and mobilehome installation permits sha11 expire and become null and void after one (1) year from the date of issuance of said permit. Before work can continue. or begin, new permits shall be obtaa.ned . The fees for mobilehomes and mobilehome accessory buildings shall be the same as set forth above for buildings and in addition, the following fees shall be paid: A. Electric Permit - Flat rate of $15.00 for the mobilehome station. B. Plumbing Permit - Flat rate of $1S.D0 for each gas piping, water piping, azzd building sewer far mobilehome station. C. Mobilehome Installation fee of $70.00.- 13. Excavation and Grading Fees Excavation and grading fees shall be as prescr~.bed in Chapter 70 of the Appendix of the Uniform Building Code as adopted by the Butte County Code, except the per hour charges for additional plan checking and additional inspections shall be at the rate of $40.00/hour with a $20.00 minimum £ee. 14. Agricultural Building Exemption Permit The fee for this exemption permit shall be $50.DD. Section 28A-2. Refund Polic 1. The Building Official may authorize the refunding of permit fees and the plan checking fee when the application for a permit is withdrawn or cancelled before any plan checking is done. 3. The Building Official may authorize the refunding of the permit fees paid within one year from the date of a.ssuance of the permit providing no work has been done pursuant to the permit. 4. The Building Official may authorize the refunding of the perm:i.t fees .paid ~.f the permit requested is not issued, but not after one year from the date of fee payment. 5. The Building Official shall not authorize the. refunding of any fee paid except upon written application filed by the original person paying the fee. 6. The Building Official shall not authorize the refunding of any filing fees, nor any plan checking fees for work plan checked. He shall deduct all department costs prior to authorizing any refund. Section 2. Because residential buildings are the most common for many cit- ies, two general classes are considered far these, one far "average" construction and the other far "good." Adjust- mentsshould be made far special architectural or struc- turalfeatures and location of the prpject. Oaten higher or Power unit costs may result. The unit casts are intended to comply with the defini- tion of "valuation" in Se[tion A23 of the Uniform Build- ing Code'" and thus in[lude architectural, structural, electrical, plumbing, and mechanical work, except as specifically listed below.
