HomeMy WebLinkAbout31031 Ordinance No . 3103 2 3 AN ORDINANCE AMENDING SECTION 2-1 OF THE BUTTE COUNTY CODE PERTAINING TO COUNTY OFFICE HOURS 4 5 The Board of supervisors of the County of Butte ordains as 6 follows: 7 Section 1. Amendment of Butte Count Code Section 2-1. Butte County 8 Code Section 2-1 is amended to read as follows: 9 "Except as otherwise provided by law or by resolution of the Board of 10 Supervisors, County offices shall be open for the transaction of 11 business every day except Fridays, Saturdays, Sundays and holidays and 12 at such other specifically designated times as may be required by law. 13 Upon consideratzan of the public need, budgetary limitations, staffing 14 levels and the desirability of coordinating the times during which 15 various departments are available to the public, the Board of 16 Supervisors may, by resolution, specify those hours during which 17 individual departments will be open to the public. Absent such a 18 specification, all county offices shall be open for the transaction of 19 business from 8:04 a.m. to 4:44 p.m. on the days previously specified 24 herein." 21 Section 2. Severability. 22 Tf any part of this ordinance shall be held void by a court of 23 competent jurisdiction, such part shall be deemed severable, and the 24 invalidity thereof shall not affect the remaining parts of this 25 ordinance. 26 Section 3. Urgency Findings. The Board of Supervisors hereby finds 27 pursuant to Government Code Section 25123 (d) that it is necessary for 28 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16' 17 1$ 19 20 21 22 23 24 25 26 27 2$ the immediate preservation of the public peace, health, and safety for this ordinance to take effect immediately upon its passage. The facts constituting the urgency are as follows: The County of Butte just completed a complex series of meetings, discussions and negotiations dealing with the budgetary crisis confronting the County due to serious revenue shortages. Among the various actions taken by the Board of Supervisors was the action to agree with three employee bargaining units to amend the existing Memoranda of Understanding between said units and the County to provide for a reduced work week and to reduce employee compensation. The effective date of the reduced work week was the commencement of the pay period beginning October 23, 1993. In order to facilitate an orderly implementation of the reduced work week it is necessary to change the general office hours~of the county as specified in Butte County Code Section 2-1, effective commencing with the same pay period. Section 4. Effective Date and Publication.
