BldWeli'S 10th subdivision was submitted by Annie Kennedy Bidwell and approved by the Butte
County Baard of Supervisors in 1905. As one of Chico's ear{lest residential developments it is
the corner stone of the historic neighborhood that exists today. As a neighborhood and
community we face the topic of the future for the Veterans Memorial Half. It is clear that my
neighborhood where the hall resides welcomes the appropriate usage of this building
constructed in 1927. But there are grave reservations about premature conversations about a
tenant. Those concerns intensify as the Board of Supervisors considers a twenty year lease with
the Museum of Northern California Art.
There are environmental impacts that need to be explored before a lease is extended to any
group. The main factors that necessitate deliberation include, traffic, traffic circulation, Pack of
on street parking, not meeting off street parking requirements, and safety considerations for
our residential neighborhood. These issues must be addressed with mitigations before we can
determine the appropriate tenant as well as the level of use.
The county wishes to find a tenant for the Veterans Memorial Hall, as do the neighbors. Ta
reach that goat the county has conducted a fast track tenant driven study for the use of the
building. The consequence has been a cursory evaluation with no solutions. We hope that the
County Board of Supervisors will postpone the lease agreement and instead direct staff to
conduct a traffic study and parking plan to insure that all the factors are addressed.
