OF BUTTE, STATE OF CALIFORNIA 3 ¢ RESOLUTION IN RE ACTION OF STATE SOCIAL WELFARE BOARD SET- TIlVG STANDARDS AND MINIMUM PAY FOR SOCIAL WORKERS 5 ~' r'"`>, ;,s ~~; ` ~~ 6 WFTEREAS, the STATE SOCIAL WELFARE BOARD has determined and ,~,~ ;fir ~ , ~4v 7 ordered, effective ~an~ 1, 1962, that (1) all persons hired as 8 social workers must have a college degree witTn. a major in social g work or related fields, and (2) such persons so qualifying shall ],0 be paid a starting salary of $400_00 per month; and 11 S~IiEREAS, the COUNTY OF BUTTE is now employing only college 12 graduates as social workers, the order requiring that said social 13 workers have a major in social work or related fields would make 14 it more difficult for the COUNTY OF BUTTE to recruit social worker 15 and 16 WL3EREAS, the COUNTY OF BUTTE is now paying social worJcers a 17 starting salary of $351.00 per month. The proposed increase of lg such salary to $400.00 per month would have the following drastic 19 effects upon the compensation plan of the COUNTY OF BUTTE, to wit: 20 (a) Because of established salary relationships, all 21 positions in County compensation plan from social worker to direc- 22 for would be forced up two (2) salary ranges, which would amount 23 to a~1eleven per cent (11%) increase; g¢ (b) This increase would amount to approximately $30,000.0 2$ per year, of which approximately $16,000.00 would be cost to the Q$ COUNTY OF BUTTE; 27 (c) As Welfare positions are forced up, consideration 28 must be given to other positions in other departments which have 29 an existing salary relationship to the Welfare positions 3aecause 30 of similar;: responsi]?ilities. The resulting cost cannot be calcu- 31 lated or estimated; ..and. 32 WE3EREAS, the net effect of the ruling and order of the STATE -1- ~~ ~; 1 SOCIAL WELFARE BOARD in setting minimum salaries for social worker, 2 is that said STATE SOCIAL WELFARE BOARD, rather than the Board of 3 Supervisors of the COUNTY OF BUTTE is determining basic salaries 4 for County employees rather than those in the Social Welfare De- 5 partment; 6 NOW, THEREFORE, and in consideration of the foregoing, it is 7 resolved by the Board of Supervisors of the COUNTY OF BUTTE, STATE 8 OF CALIFORNIA, as follows: 9 1. That said Board herewith registers its protest against 10 the ruling and action taken3~ithe STATE SOCIAL WELFARE BOARD in- 11 creasing the standards and starting salary of social workers. 12 2. That said Board requests that the STATE SOCIAL WELFARE 13 BOARD reconsider said action and adjust and amend the same prior 14 to the effective date thereof. 15 3.
