Amendment of the Salary Ordinance. Section No. 14 of Saar}f Ordinance described above of the County of Butte, entitled ASSESSOR Budget Unit 080-041, is hereby amended by deleting therefrom the following: Positions Classifications 1 Auditor-Appraiser II, I {term position to end 12-31-96} 12 Appraiser III, lI, I ar Appraisal Specialist {4 term positions to end 12-31-96) and adding thereto the following: Po51t1on5 ClaSSlflCatlo115 1 Auditor-Appraiser II, I (ter-n position to end 6-30-97) 12 Appraiser III, II, l or Appraisal Specialist (4 term positions to end 6-30-97) thereby leaving the total unchanged. Section 2. Severabilit . Urgency Findings. The Board of Supervisors hereby finds pursuant to Goverirlnent Code Section 25123 (d} that it is necessary for the immediate preservation of the public peace, health, and safety for this ordinance to take effect immediately upon its passage. The facts constituting the urgency are as follows: A. The Butte County Assessor is constitutionally mandated to assess real property located in the County and create an accurate property tax roll. B. In fiscal year 199/96, the Assessor entered into a participation agreement with the State of California {the State-County Property 'l'ax Administration Program} in order to upgrade and enhance the Department's properly tax administration system; reduce backlogs of new construction; changes in ownership and Proposition 8 declines in values; restore misfortune and calamity property values; and preparation of defense for the Assessment Appeals Board cases. C. This program is ongoing. Eliminatio~~ ol~ file term positions specilleci herein would seriously disrLtpt the ongoing enhancement process. Such disruption would have an adverse effect on the tax assessment and collection, generally. D. The continuation of said positions will be oi' great assistance in the completion of the enhancement process and will help assure tl2at the performance level of the office as a whole will meet or exceed the lnil~imtlm requirements of applicable law, regulations and grant conditions. Section 4. Effective Date and Publication.
