Section 2-19.6 is added to Article II of Chapter 2 of the Butte County Code to read as follows: "Section 2-19.6. Expense Allowances ._ (a) Transportation. The County of Butte shall provide transportation for the members of the Board of Supervisors for attendance to all county related activities and events. Each member of the Board will comply with the County's policies and procedures regarding insurance requirements and may select one of the following three alternatives as and for a transportation allowance: 1. A Board member may receive $520 per month for transportation costs inside the county. Individual Board members who elect the monthly $520 allowance sha11 be paid that amount on or about the effective date of this ordinance providing they have not previously received an allowance for the month this ordinance is effective, and thereafter monthly. For official trips outside the County in which a Board member utilizes his or her personal vehicle he/she shall be reimbursed at the Internal Revenue Service ("IRS") mileage rate. ..... 2. A Board member may choose to use a private non-county owned vehicle and be reimbursed for actual mileage traveled on county business at the IRS mileage rate up to a maximum of $520 for mileage within the county far any given month. For official. trips outside the County in which a Board member utilizes his or her personal vehicle he/she shall be reimbursed at the IRS mileage rate. 3. A Board member may choose to use a County vehicle, and the County shall be responsible for all casts relative to that vehicle while used on official County business. b Ce11u1ar Tele hone. Upon written request to the County Auditor/Controller, each Board member shall be entitled to a $70 per month flat monthly allowance for purchase/rental. and usage costs for a cellular phone. As an alternative to the above, each member may choose to use a private non-county owned cellular phone and be reimbursed for those actual usage costs directly associated with county business. Cc) Other. Each member of the Board of Supervisors shall be ;reimbursed for actual and necessary expenses incurred in the course of official county business, including meals and lodging and all other actual and necessary expenses, other than transportation expenses included above, which ~sha11 be incurred by them, subject to normal budgetary and appropriation controls. Section 2. Re eal. Ordinances 2047, 2557, 3088, 3438, and any and all other ordinances or ordinance provisions which are contrary to the expense allowance provisions in Section 1 above are hereby superseded and repealed. Section 3. Effective Date az~.d Publication. This ordinance shall ', take effect an November 27, 1999 which is 60 days after the date of ~' its passage. The Clerk of the Board of Supervisors is authorized and directed to publish this ordinance before the expiration of fifteen {15) days after its passage. This Ordinance shall be published once, with the names of the members of the Board of Supervisors voting for and against it, in the Chico Enterprise a newspaper of general. circulation published in the County of Butte, State of~California.
