HomeMy WebLinkAbout3-6-61 - 2~.~~~ 1 2 3 4,' 5 6 7 8 9 10 11 12 i3 14 i5 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 COUNTY OF BUTTE In re: Expression of opposition to H,R. 3565 RESOLUTION WHEREAS, proposed legislation contained in H,R. 3$65, introduced by Congressman Nli11s, by which children of unemployed persons weld be included within the Aid to Dependent Children program, is now pending before the Congress of the United States; and WHEREAS, if enacted into law it is estimated that such legislation would increase the annual welfare budget of Butte County by approximately X1,000,000,00, of which X200,000.00 would be raised by local taxation; and - - WHEREAS, the economy of Butte County is essentially based upon agrioul- tore and related industries with great seasonal variations in employment, and as a consequence the enlargement of the Aid to Dependent Children program proposed in H. R. 3865 not_only would impose the above mentioned tremendous tax burden upon the owners of homes and farms, but in addition would confront the CountyZ+Felfare Department with almost insurmountable difficulties of administration; and WHEREAS, the harvesting of_crops in the Sacramento VaL7;ey of California is largely dependent upon agricultural workers who move from one eras to another during the harvest season, without which workers the harvesting of crops would be greatly impaired, if not made impossible; and WHEREAS, legislation such as that proposed in H. R. 3865 would dis- courage harvest workers fxom traveling to areas of employment, inasmuch as they would be supported in idleness in areas of unemployment, and WHEREAS, Butte County for many years has sided unemployed workers and their families during the winter season from its local tax resources, and assistance in the form of Federal Aid is neither required nor wanted far this purpose by Butte County: and WHEREAS, this Board of Supervisors firmly believes that problems of unemployment will never be alleviated or solved through the zuedium of the Aid to Dependent Children program, and further is convinced that such an approach to the problem of unemployment may very well threaten the stability - 1 - li I 1i i ,] _l. '2 '3 is 4 '5 16 7 `8 `9 10 11 12 13 j~ '. 14 I5 9,6 is 17 38 19 ;, 20 21 i 22 23 ' 24 ~5 26 2711 28 ' ~' 29 j; 30 3'1. i, 32 [~ f ~F3a, ~ of the entire Aid to Dependent Children program which at present is subject to great public criticism; NOW,THEREE'ORE, BT IT RESOLVED that the Board of Supervisors of the County of Butte, State of California, .hereby expresses its strong opposi- tion to H.R. 3565 and .any other legislation having a similar effect; and BE 1T FURTHER RESOLVED that this._Board of Supervisors urges its representatives in .the Congress of the United States to protect and support the economic welfare of the people .and the agricultural industry of Butte County by opposing all such legislation; and BE IT FURTHER RESOLVED that certified .copies of this resolution be forwarded to the Honorable Harold. T. Johnson, representative in Congress from the 2nd Congressional District, to other members of Congress from California, and to the'Honorable Clair Engle and Thomas H. Suchel, United States_Senators'from California. Upon motion of Supervisor. Pryde ,seconded by Supervisor Pittman ,the foregoing. resolution was passed and adopted at a regular meeting of the Board of Supervisors of the County of Butte, State of California, this 6th day of March, 1961, by the following called vote: AYES: Supervisors Alldredge, Pittman, Pryde, Steinegger and Chairman Giles NOES: None ABSENT: None ATTEST: HARRIETT JAMES County Clerk and ex-officio clerk. of the Board of Supervisors of the.
