3 AN URGENCY ORDINANCE AMENDING ORDINANCE N0.3681 OF THE
4 COUNTY OF BUTTE, KNOWN AS THE "SALARY ORDINANCE", TO
5 EXTEND THE TERMS OF THOSE POSITIONS ALLOCATED TO THE
6 VIOLENCE AGAINST WOMAN VERTICAL PROSECUTION PROGRAM

9 The Board of Supervisors of the County of Butte, State of California, DOES
10 ORDAIN as follows:
11 Section 1. Purpose and AuthoritX The purpose of this ordinance is to amend the
12 County's salary ordinance to extend two (2) positions with expiration dates of March
13 31, 2001 to February 2$, 2002, in order to continue, without any disruption, the
14 Violence Against Women Vertical Prosecution Program. This ordinance is adopted
15 pursuant to California Constitution article II, section 7, Butte County Charter, Article
16 I, section 1, Government Code sections 25123(d) and 25131, and other applicable law.
17 Section 2. Ur enc Findin s. The Board of Supervisors hereby finds pursuant to
18 Government Code Section 25123(d) that it is necessary for the immediate preservation
19 of the public peace, health, and safety for this ordinance to take effect immediately upon
20 its passage. The facts constituting the urgency are as follows:
21 A. The federal government had established the Violence Against Women Act
22 with a priority on prosecution of violent crimes against women and has for
23 the past three years provided local grant funding for that purpose.
24 B. Further, the federal government, very late in the last legislative session,
25 continued the Act and financing for a fourth year.
26 C. The Legislature has found and declared that Violence Against Women has
27 created a public health and safety crisis for women and children who are
28 harmed or killed or at a high risk for such consequences.

D. Adoption of this ordinance as an urgency measure, effective immediately,
is necessary to prevent interrupted operations of the Violence Against
Women Vertical Prosecution Program in the Butte County Off ce of the
District Attorney. Due to delays on the part of the federal legislature in
continuing the Violence Against Women Act and its funding, thereby
creating late notice to grantees, an interruption of operations will result
without urgency action.
Section 3. Section 15 of Ordinance No. 3681 of the County of Butte entitled
"320-DO1 DISTRICT ATTORNEY -CRIMINAL" is hereby amended by deleting
therefrom the following:

and adding thereto the following:

thereby leaving the total unchanged at 71.5.

1 This Ordinance shall be effective immediately upon its passage, pursuant to
2 Section 25123, subsection (d) and (f), of the Government Code of the State of
3 California; and before expiration of fifteen (15) days after its passage, it shall be
4 published in a newspaper in the County of Butte, State of California.
5 PASSED AND ADOPTED by the Board of Supervisors of the County of Butte
6 on the 27th day of March , 2001, by the following four-fifths vote:
