6 The Board of Supervisors of the County of Butte, State of California, DOES
7 ORDAIN as follows:
S Section 1. Section 69 of Ordinance No. 3743 of the County of Butte

21 SUPERVISORS" shall take effect on July 7, 2001.
22 Section 5. Section 2 of this ordinance pertaining to "REFERENCE B,
23 ELECTED OFFICERS" shall take effect 30 days from the date of passage, pursuant to
24 Section 25123 of the Government Code of the State of California. However, the
25 increased salaries enacted by this ordinance shall be and hereby made retroactive to July
26 7, 2001, and shall be operative as of that date.

1 The Clerk of the Board of Supervisors is authorized and directed, before the
2 expiration of fifteen (15} days after its passage, to publish this ordinance in a newspaper
3 in the County of Butte, State of California.

NOTICE OF THE BOARD OF SUPERVISORS'
ADOPTION OF ORDINANCE N0.3743; SUMMARY OF ORDINANCE
{SALARY ORDINANCE AND POSITION ALLOCATION
OF THE COUNTY OF BUTTE)
The Board of Supervisors of the County of Butte gives notice pursuant to Government
Code Section 25124(b}(1} of its adoption of a new Salary Ordinance that will supersede the
existing Salary Ordinance, as amended. The new Salary Ordinance was introduced at the regular
meeting of the Board on June 12, 2001, and adopted at the regular meeting of the Board on
June 26, 2001. A certified copy of the full text of the proposed Salary Ordinance has been
posted in the Office of the Clerk of the Board at 25 County Center Drive, Oroville, California,
since June 21, 2001.
The ordinance has included a number of recommended changes from the Proposed
Budget for Fiscal Year 2001-2002 to be implemented July 1, 2001. Also incozporated into the
ordinance is the addition of a new reference table in the Salary Plan for Classified Positions. The
new reference table includes all the classifications that are now represented by the Professional
Employees' Bargaining Unit.
Except for correction of typographical and technical errors, the renumbering of sections,
reassigning of reference letters, and as otherwise indicated below, the substance of the ordinance
is the same as in the existing Salary Ordinance, as amended. The following is a summary of the
adopted ordinance:
Section 1: Salaries and Short Title. Identifies the subject of the ordinance as determining
salaries and positions and that it shall be known as the "Salary Ordinance".
Section 2 through 67: Allocated Positions. Identifies the number of allocated positions and
appropriate classifications authorized for each designated department or budget unit by Budget
Unit Number and Department Name. The changes in this section are as follows:
Section 3: entitled "010-001 Board of Supervisors" is deleted in its entirety.
Section 3: entitled "010-001 District 1" is added along with the following allocated
positions: one {1}position of Board of Supervisors' Member and one {1) flexibly
staffed position of Supervisor's Administrative Assistant II, I or Supervisor's Clerical
Aide.
Section 4: entitled "010-002 District 2" is added along with the following allocated
positions: one {1}position of Board of Supervisors' Member and one {1) flexibly
staffed position of Supervisor's Administrative Assistant II, I or Supervisor's Clerical
Aide.
Section 5: entitled "010-003 District 3" is added along with the following allocated
positions: one (1) position of Board of Supervisors' Member and one (1) flexibly
staffed position of Supervisor's Administrative Assistant II, I or Supervisor's Clerical
Aide.
Section 6: entitled "010-OOd District 4" is added along with the following allocated

positions: one (1) position of Board of Supervisors' Member and one (1) flexibly
staffed position of Supervisor's Administrative Assistant II, I or Supervisor's Clerical
Aide.
Section 7: entitled "010-005 District 5" is added along with the following allocated
positions: one {1) position of Board of Supervisors' Member and one {1) flexibly
staffed position of Supervisor's Administrative Assistant II, I or Supervisor's Clerical
Aide.
Section 10: entitled "020-003 Administrative -General Services Administration" adds
one (1 }flexibly staffed position of Administrative Analyst II, I.
Section 14: entitled "070-001 Treasurer-Tax Collector" adds one {1) flexibly staffed
position of Office Assistant III, II, I.
Section 16: entitled "090-001 Personnel" deletes one (1) position of Personnel Analyst I
and one {1) flexibly staffed position of Personnel Analyst II, I, and also adds one (1)
flexibly staffed position of Office Assistant II, I and two (2) flexibly staffed positions of
Personnel Analyst III, II, I.
Section 19: entitled "320-001 District Attorney -Criminal" adds one (1) position of
Supervisor -District Attorney Investigations and one (1) position of Administrative
Services Assistant.
Section 20: entitled "320-002 District Attarney -- Family Support Division" is deleted in
its entirety. All necessary positions have been transitioned to the new Child Support
Service department.
Section 20: entitled "320-402 District Attorney -Child Support Investigations" is added
along with the following allocated positions: one (1}position of District Attorney Senior
Investigator, four and one-half (4.5} flexibly staffed positions of District Attarney
Investigator II, I, two {2) positions of Investigative Assistant, and one (1) flexibly staffed
position of Office Assistant III, II, I.
Section 30: entitled "430-001 Probation" adds one (1} flexibly staffed position of
Probation Officer III, II, I and one (1) flexibly staffed position of Off ce Assistant II, I.
Section 37: entitled "460-001 Agricultural" extends the term of one (1) term flexibly
staffed position of Weights & Measures InspectorlAgricultural Biologist II, I to 06-30-02.
Section 43: entitled "533-001 Public Works -General Administration" adds one (i)
position of Staff Services Systems Specialist.
Section 45: entitled "533-003 Public Works -Shop and Stares" deletes one {1) position
of Staff Services Systems Specialist.
Section 46: entitled "540-001 Public Health -General Services" adds one (1) position of
Supervisor -Public Health Nurse, one-half (.5} flexibly staffed position of Public Health
Nurse III, II, I, and two (2} flexibly staffed positions of Public Health Assistant II, I.
Section 48: entitled "541-001 Behavioral Health -General Services" deletes two (2}
positions of Supervisor -Mental Health Counselor, and adds one (1} position of
Psychologist, one (1) position of Clinical Program Manager, one {1) position of
Program: Manager -Community Services, one (1 }position of Supervisor -Mental Health
Nurse, three (3) flexibly staffed positions of Mental Health Clinician II, I, five (5) flexibly
staffed positions of Senior Mental Health Counselor or Mental Health Counselor or
Mental Health Worker, two (2) flexibly staffed positions of Administrative Analyst II, I,
one {1} position of Staff Services Systems Specialist, one (1) flexibly staffed position of
Information Systems Analyst III, II, I, one (1} flexibly staffed position of Information
Systems Technician III, II, I, one {1) flexibly staffed position of Medical Records
Technician Ii, I, one {1) flexibly staffed position of Auditor -Accountant II, I, and one
(1) flexibly staffed position of Accounting Specialist, Senior Account Clerk, or Account
Clerk.
Section 49: entitled "541-002 Behavioral Health -Substance Abuse Services" deletes
one (1) flexibly staffed position of Senior Mental Health Counselor or Mental Health
Counselor or Mental Health Worker, one (1}position of Staff Services Systems
Specialist, one {1) flexibly staffed position of Auditor -Accountant II, I, and one {1)
flexibly staffed position of Accounting Specialist, Senior Account Clerk, ar Account
Clerk, and also adds one {1) position of Supervisor -Mental Health Counselor.
Section 50: entitled "541-003 Behavioral Health -Drug Treatment" is added to provide
services needed to implement the Proposition 36 program. This budget unit is allocated
one {1) flexibly staffed position of Mental Health Clinician II, I, one {1) flexibly staffed
position of Senior Mental Health Counselor or Mental Health Counselor or Mental Health
Woxker, and one (1) flexibly staffed position of Medical Records Technician II, I.
Section 68: Salary Plan for Classified Positions. Identifes the Classified Positions and the
appropriate salary designation per classification by employee association unit. The changes in
this section are as follows:
Reference C, General Unit Classifications: deletes the classifications of Public Health
Microbiologist {Class Code 6302), Public Health Nurse I (Class Code 6630), Public
Health Nurse II (Class Code 6631 }, Public Health Nurse III (Class Code 6632}, Public
Health Nurse Practitioner (Class Code 6635), Staff Nurse I (Class Code 6620), Staff
Nurse II (Class Code 6621), and Staff Nurse III (Class Code 6622).
Reference F Mana ement, Confidential, and Supervisory Unit Classifications_ deletes
the classifications of Chief Deputy County Counsel (Class Code 7338), Child Support
Attorney I (Class Code 7350}, Child Support Attorney II (Class Cade 7351), Child
Support Attorney III (Class Code 7352), Child Support Attorney IV {Class Code 7353),
Deputy County Counsel I (Class Code 7330), Deputy County Counsel II (Class Code
7331}, Deputy County Counsel III (Class Code 7332), Deputy County Counsel IV {Class

Section 69: Salary Plan for Elected and_ Appointed Officials. Identifies the appropriate salary
range designation for appointed and elected officials.
Section 70: Payment of Salaries and Waaes. Specifies salary and wage policies shall be in
accordance with the Merit System Ordinance and Resolution and when salaries are to be paid.
Section 71: Re eal. Repeals the existing Salary Ordinance, all ordinances making amendments
thereto, and any and all other inconsistent ordinances.
Section 72: Severability. The invalidity of any part of the ordinance shall not affect the
remaining parts.
Section 73: Effective Date and Publication. The Salary Ordinance shall be in effect as of
July 1, 2001. Within fzfteen {15) days after its passage, a summary shall be published with the
names of those supervisors voting for and against it, and a certified copy of the full text shall be
posted in the Office of the Clerk of the Board of Supervisors.
Passed and adopted by the Butte County Board of Supervisors this 26~' day of June 2001,
by the following vote:
