AN ORDINANCE AMENDING CHAPTER 2, ARTICLE XIIT.5, SECTIONS 2-100.30
AND 2--100.40 OF. THE BUTTE COUNTY CODE RELATING TO POWERS AND DUTIES
OF THE CHILDREN & FAMILIES COMMISSION
The Board of Supervisors of the County of Butte, State of~
California, ordains as follows:
Section 1. Butte County Code Section 2-100.30 (e) is added to read as
follows:
Sea. 2-100.30 {e) The board of supervisors sha11 appoint two alternate)
members (one alternate representing the county and one alternate
representing community based organizations) to the commission
utilizing that process provided for in section 2-100.30 (c) to this
code. The two alternate members shall attend and participate in all
meetings of the commission. However, when six or mare regularly
'appointed (non alternate) commissioners are present, the alternate
members shall not vote or take any action on a commission matter. Tn
the absence of four or five regularly appointed commissioners, the two
alternate members shall have the authority to vote and take action.
Alternate members shall as to all other matters be considered as
commission members. Alternate members shall, except as otherwise
noted in this section, have the same benefits and privileges as
regular commission members including, but not limited to, those which
provide far the reimbursement of authorized expenses and coverage
under policies of liability insurance. The term of alternate members
shall be consistent with the term of regular members.

Section 2. Butte County Code Section 2--100.40 is amended to read asl
follows:
Seeta,on 2-x.00.40 Term of Office.
"Each member, except those members specifically set forth in
Health and Safety Code section 130240(1}, shall serve for a term of
two (2} years. The terms of the members other than the county
supervisor shall be staggered with three {3} members serving terms
commencing on July 15G of even--numbered years, and the other three (3)
members serving terms commencing on July lst of off-numbered years,
with such staggering determined by lot. At the conclusion of a term,
a member may be appointed to a new term. For the purpose of
commission formation only, all initial appointments shall be deemed
to have begun on April 1, 1999. The county supervisor shall serve a
two-year term. All other commission members, as determined by lot,
shall serve the following terms, three {3} members will serve until
April 1, 2001 and three (3) members will serve until April 1, 2002...
Section 3. Severability.
Tf any provision of this Ordinance or the application thereof to
lany person or circumstances is for any reason held to be invalid by
a court of competent jurisdiction, such provision shall be deemed
severable, and the invalidity thereof shall not affect the
remaining provisions or other applications of the Ordinance which
can be given effect without the invalid provision or application
thereof.
Section 4. Effective Date and Publication. This Ordinance shall.
take effect thirty (30) days after the date of its passage. The
Clerk of the Board of Supervisors is authorized and directed to
publish this ordinance before the expiration of fifteen (1~} days

after its passage. This Ordinance shall be published once, with
the names of the members of the Board of Supervisors voting for and
against it, in the Enterprise-Record a newspaper of
general circulation published in the County of Butte, State of
California.
PASSED AND ADOPTED by the Board of Supervisors of the County
of Butte, State of California, on the 24th day of
June 2003, by the following vote:
AYES: Supervisors Dolan, Houx, ~'amaguchi and Chair Beeler
NOES : None
ABSENT : Supervisor Josiassen
NOT VOTING: None
