CENTERVILLE ROAD, FROM HONEY RUN ROAD (MP 0.00) TO HELLTOWN ROAD {MP 5.47). 2. MERIDIAN ROAD, FROM 500 FEET SOUTH OF KENNEDY AVENUE (MP 0.90) TO STATE ROUTE 32 (MP 1.69}. Section 3: Said Board finds and determines that upon the basis of an engineering and traffic survey, the Butte County highways hereinafter described come within the provisions of Section 22358 of the Vehicle Code of the State of California, in that the speed limit of sixty~five (65) miles per hour is more than is reasonable and safe on sand highways and determines and declare prima facie speed limits on such Butte County highways as follows: That a prima facie speed limit of forty-five (45) miles per hour is hereby determined, declared and established and that SPEED LIMIT 45 signs be placed at appropriate locations on the hereinafter-described County highway to wit: 1. BALD ROCK ROAD, FROM 500 FEET NORTH OF ZINK ROAD (MP 9.40) TO 500 FEET SOUTH OF MILSAP BAR ROAD (MP 10.50) Section 4: All ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 5: The several features, parts, provisions, sections and terms of this ordia are hereby declared independent and severable and the invalidity, if any, of any feature, part, provision, section or term thereof, shall not affect the remainder of this ordinance, nor render the same inoperative or invalid. An abundance of driveway entrances fronting on the roadway require vehicles to maneuver into traffic when entering and exiting the residences. 2. Tha existing vertical curve at the Mud Creek Bridge does not provide for the proper safe stopping sight distance of 360' at a design speed of 45 MPH. 3. The number of accidents is low, one reported in the last 5 years, but it was attributed to excessive speed suggesting that drivers are operating vehicles beyond the safe speed for the apparent roadway conditions. Therefore, it is concluded that the posted speed limit should be set at 40 MPH as per CVC Section 2235$. An abundance of roads, private driveway entrances fronting along the roadway require vehicles to maneuver into traffic when entering and exiting the residences. 2. There are various minor grades and vertical curves as well as narrow shoulders that conflict with the proper stopping sight distance of 240' and at a design speed of 35 MPH. 3. The accidents, of which the predominate type is attributed to excessive speed, suggest that drivers are operating vehicles beyond the safe speed for the apparent roadway conditions. Therefore the posted speed limits should be 35 MPH from MP OAO to MP 9.OD, MP 10.50 to MP 11.18, and 45 MPH from MP 9.00 to MP 10.50, as per CVC Section 22358. The zeported accidents can be attributed, to unsafe turning movements, excessive speed, failure to drive on the right side of the toad, along with the DUI's suggests drivers are operating vehicles unsafely for the apparent roadway conditions. Therefore, it is concluded that the posted speed limit should be set at 40 MPH as per CVC Section 22358.
