HomeMy WebLinkAbout3922Ordinance No. 3922 1 2 AN ORDINANCE AMENDING ORDINANCE NO. 3921 OF THE 3 COUNTY OF BUTTE, KNOWN AS THE "SALARY ORDINANCE" 4 5 Whereas, there are individuals within the community that possess the talent, skills, 6 experience and education required to serve the citizens of the County of Butte as elected 7 department heads; and 8 Whereas, many well qualified individuals are reluctant to become candidates for 9 local elected office because of the expense and time required to organize and manage a 10 successful campaign and because of the loss of privacy that often results from becoming a 11 "public person"; and. i 2 Whereas, many otherwise qualified individuals are reluctant to leave or interrupt 13 careers wherein remuneration and benefits for experienced talented individuals are 14 generally greater, especially at the senior management level; and 15 Whereas, the incorporation of these salary incentives will encourage those 16 individuals with the requisite talent, skills and experience to both run for county elected 17 office and to campaign vigorously for re-election thereby insuring that the voters of the 18 County of Butte will have a field of well qualified candidates from which to select 19 individuals to hold public office. 20 The Board of Supervisors of the County of Butte, State of California, DOES 2 i ORDAIN as follows: 22 Section 1. Section 69 of Ordinance No. 3921 of the County of Butte entitled 23 "SALARY PLAN FOR ELECTED AND APPOINTED OFFICIALS, REFERENCE B, 24 ELECTED OFFICERS" is hereby amended by deleting therefrom the following: 25 Classification Title Class Code Annual Salary 26 Assessor 210 $95,202 27 Auditor-Controller 215 $98,176 28 Clerk-Recorder 230 $91,403 1 District Attorney 235 ~ 121,36 2 Sheriff-Coroner X25 $111,824 3 Treasurer-Tax Collector 220 591,620 4 and adding thereto the fallowing to be effective 03-16-06*: 5 Classification Title Class Code Annual Salary 6 Assessor 210 $111,333 ~ Auditor-Controller 215 $ i 16,969 8 Clerk-Recorder 230 $108,618 9 District Attorney 235 $157,310 10 Sheriff-Coroner 225 $146,078 11 Treasurer-Tax Collector 220 $105,968 12 *Upon the effective date of this ordinance adopted by the Board of Supervisors setting the 13 salaries for elected department heads, said salaries of those department heads shall 14 represent 100% of the surveyed median for each office pursuant to the 2005 Countywide 15 compensation study. Effective with the term of office beginning in January 2007, ~in lieu 16 of accrued vacation or other buy-outs including severance pay, base salary is augmented 17 2% for each previous term, or portion thereof, served in office by the respective official. 18 Additionally, asset forth in the "Benefits of Butte County Department Heads" resolution, 19 in May of each year the Consumer Price Index (CPI) as computed for western cities by the 20 United States Bureau of Labor Statistics, shall be established and salaries adjusted 21 accordingly the first pay period in July. 22 Section 2.
