Oroville, CA 95966 Dear Mr. Connelly, 3~h1:~04\-~ r ~~ ~ ~~~ ORO~Ti.I.E, C_AL~r OR'v'I.A Thank you for your letter concerning the Marijuana Ordinance that is being discussed by the Board of Supervisors. As much as 1 would like to, I am unable to attend either of the meetings that you mentioned in your letter. I would, however like to give you some input. ! live in Chico with my husband, children, and two grand-children. In the past, we have had people rent the house next-door who had prescriptions to grow marijuana. When the plants reached a certain "ripeness", the smell was overpowering. It was so bad that our eyes would burn and water, and we would feel sick to our stomachs. We were unable to use our yard or even maintain our yard during this time. Instead of being able to open our windows and enjoy the fresh air, we had to keep things closed up tight and run the air-conditioner. The children had to be kept inside. My neighbor across the street is a school teacher and had to stay in town during the week because of work, but she and her husband would leave on the weekends to get some relief from the smell. While I recognize the right that someone with a prescription has to grow marijuana, what about our rights? Don't we have a right to enjoy our property? Don't we have a right to be able to maintain our property? 1 have a legal right to play music in my yard but if it disturbs my neighbor, the police will tell me to turn it off. Why do the marijuana growers have a right to disturb their neighbors? When it starts getting smelly, you can drive through the streets of Chico and easily find where marijuana is being grown. There have been several instances of violence in our town from people going after the marijuana. So my neighbors activities invite violence into the neighborhood. When we asked our neighbors if they could grow their plants in their house since they didn't think the smell was bad, they said that they shouldn't have to pay for grow lights when the sun was free. But fresh air is free too, when you can find it. The cost of closing up my house and running the air- conditianernight and day is much higher than the cast of running a light bulb. Then look at the cost when you consider that all my other neighbors are also having to run their air-conditioners as well. lust as a side not, our neighbors had three prescriptions, they were all in their mid to upper thirties, and not one of them was sick. There was also a steady stream of people coming and going from that house at all hours of the night and day. The police had their hands tied because of the prescriptions. Are we protecting people with real illnesses ar a bunch of criminals that have found a way to beat the system? I do not think marijuana should be grown in neighborhoods where our well-being and the well-being of our children are put at risk.
