BUTTE GOUNTY ORDINANCE NOo ~~?
AN ORDINANCE OF THE COUNTY OF BUTTE, STATE OF CALIFORNIA, TO BE
KNOWN AS THE GENERAL ASSISTANCE ENABLING ORDINANCE, DEFINING AN
INDIGENT RELIEF PROGRAM; SPECIFYING THE PURPOSES OF TH~• GENERAL
ASSISTANCE PROGRAM; PROVIDING A METHOD CF ESTABLISHING STANDARDS
OF GENERAL ASSISTANCE AND OF AMENDING SAID STANDARDS; PROVIDING
METHODS FOR DETERMINING ELIGIBILITY FOR GENERAL ASSISTANCE AND
OF ESTABLISHING OPERATING POLICIES AND PROCEDURES GOVERNING
THE GENERAL ASSISTANCE PROGRAM ANA OF AMENDING SAID POLICIES
AND PROCEDURES-; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCE

THE BOARD OF SUPERVISORS of the COUNTY OF BUTTES State of
Californian DO ORDAIN as follows:
SECTION 1, ADOPTION OF GENERAL ASSISTANCE PROGRAM
1.1 There is hereby adopted an indigent relief
program for the County of Butte, State of Californian to be known
as the General Assistance Program. The General Assistance Program
shall be the. means by which the Board of Supervisors! under the
Welfare and Institutions Code of the State of California, dis-
charges its responsibility to provide aid for needy residents of
Butte County; and by which said Board exercises, under said code,
its authority to provide emergency relief for needy non-residents
living within Butte County>

SECTION 2, PITRPOSE OF ADOPTION OF GENERAL ASSISTANCE PROGRAM
2.l The General Assistance Program is adopted to
assure uniform operation of indigent relief activities throughout
the County of Butte; to promote' protect and secure the general
welfare of the people thereof and encourage self -respect, self-
relianceg and the desire to be a good citizen useful to society.
SECTION 3. ESTABLISHMENT OF UNIFORM STANDARDS OF GENERAL
ASSISTANCE
3e1 The Butte County Department of Social Welf are

shall list the basic requirements of all people for decent and
healthy living and shall assign money values to each of the
requirements in accordance With the minimum costs of the re-
quirements. Said Departmen-~ shall also list the special. re-
quirements of some persons for decent and healthy living and shall
assign money values to each of the special requirements in
accordance with the minimum costs of the special requirements.
These basic and special requirements expressed in money figures
shall be known as the Standards of General Assistanceo
302 The Standards of General Assistance shall be
submitted by the Butte County Department of Social Welfare to
the Board•of Supervisors for approval and adoption,
3.3 After adoption the Standards of General Assist-
ance shall be revised upward or downward by the Butte County
Department of Social Welf are as the costs of the basic and
special requirements vary; but such revisions shall have prior
approval and adoption by the Board of Supervisors before becoming

'~ SECTION 4o DETERMTNATTON OF ELIGIBILITY FOR GENERAL ASSISTANC
407. Eligibility for General Assistance shall be
do.,termined by the Butte County Department of Social Welfare by
measuring an applicants readily available resources against the
established Standards of General Assistance. Those persons9
found to have such resources in lesser amounts than their needs
as determined by the, Standards of General Assistancep shall be
considered to be eligible for General Assistance in so far as
need is concerned.
4.2 Eligibility for General Assistance, in so far as
residence is concerned.a shall be determined by said Department
in accordance with the Welfare and Institutions Cede of the
State~::of California? and shall change to conform to any amend-
ments to said code.

SECTION 5: METHOD OF PAYMENT OF GENERAL .ASSISTANCE
5,1 All General Assistance, whenever feasible,
shall be paid by Butte County warranto
SECTION 6, ;, RESPONSIBILITY OF KINDRED
60l Determination of those kindred of recipients
held to be responsible to support ar contribute to the support
of General Assistance recipients shall be made in accordance with
the Welfare and Institutions Code of the State of California and
shall change to conform to any amendments to said coded
602 A standard for determining the extent of
liability of said kindred to support recipients of General Assist-
ance shall be developed by the Department of Social Welf are; such
standard shall be come effective upon approval and adoption by
the Board of Supervisors, and shall not be changed without prior
approval by the Board of Supervisorso
SECTION 7o ESTABLISHMENT OF pPERATING POLICY AND PROCEDURE
701 The Department of Social Welfare shall develop
detailed operating policies and procedures based on this ordinance
and shall submit these for review and approval of the Board of
Supervisorso Such policies and procedures shall become effective
upon approval by the Board of Supervisorso
7e2 Revisions, d•elstios or additions of operating
policies and procedures as developed by the Department of Social
Welfare, shall be submitted •f or review and approval of the Board
of Supervisors before becoming effectiveo
', SECTION 8o APPEAL TO THE BOARD OF SUPERVISORS
80l Any applicant for or recipient of General
Assistance who believes that General Assistance has been improperly
denied by the Butte County Department of Social Welf are or that
General Assistance has been granted by said Department in a lesser
,amount than required by the Standards of General Assistance may
present the matter to the Board of Supervisors,

SECTION 9, VARIANCES
9.1 Where conditions exist which make compliance
with any rule impracticableR the Department of Social Welfare
may recommdnd that the Board of Supervisors: modify or amend any
requirement set forth in this ordinanceo
SECTION 10. REPEALING ,
10.1 A11 ordinances and parts of ordinances of said
County' in conflict with this ordinance, to-the extent of such
conflict and no further, are hereby repealed.
SECTION 11, VALIDITX
11.1 If any section, subsection, sentence, clause
or phrase of this ordinance is for any reason held by a court of
competent.jurisdietion to be invalid, such decision shall not
affect the validity of the remaining portions of this ordinance.
SECTION 12. ENACTMENT AND EFFECTIVE DATE
12,1 This ordinance sha11 take effect 30 days after
the date of its adoption and before the expiration of 15 days aftex
its adoptionp shall be published once with the names of the members
voting for and against the same in OROVILLE PRESS ~ a
newspaper published in the County of Butte,
Adopted and gassed by the Board of Supervisors, County of
Butte, State of California, on the IOth day of June, 1957.

EFFECTIVE DATE AND PUBLICATION: This ordinance shall take effect
30 days after the date of its adoption and shall be operative on and
after July 1, 1957, and before t_~e expiration of 15 days after its passage
shall be published once with the names of the members voting £or and
against the same in the PARADISE POST , a newspaper
published in said County of Butte,
ADOPTED AND PASSID by the BOARD OF SUpERVISOR5 of the GOUNTY OF
BUTTE, State of Oalifornia, on the 20th day of May , 19570
