3 COUNTY OF BUTTE,. STATE OF CALxFORNIA
¢ RESOLUTION IN RE REAPPORTIONMENT OF
STATE SENATE

WHEREAS, the Governor of the State of California has appoint
6
a committee to determine the advisability of reapportioning the
7
State Senate; and
8
WHEREAS, the legislative branch of our state government is
9
modeled after the Federal plan, the Upper House, or Senate,
10
representing the counties, and the Lower House, or Assembly,
11
having its representation based on population; and
12
WHEREAS, over the years this system has worked successfully,
13
and the state has been we11 governed, with few inequities, if
14
any, resulting, and California has enjoyed phenominal growth
15
and prosperity; and
16
WHEREAS, the suburban and rural areas, from which most of
17
State Senators have come, have given to the state untold members
18
of men who have been, and are, outstanding leaders and statesmen
19
as Well as Senators; and
20
WHEREAS, it is known that some .persons in our more heavily
21
populated counties feel that the State Senate should be more
22
responsive to large segments of the population; and
23
WHEREAS, the large metropolitan areas must realize how much
24
their prosperity is dependent on a healthy and growing suburban
25
and rural portion of our great stater and
26
27 NOW, THEREFORE, BE IT RESOLVED by the BOARD OF SUPERVISORS
28 of the COUNTY OF BUTTE, STATE OF CALIFORNIA, as follows:
29 1. That while said Board recognizes the tremendous
30 population growth of the State of California, which is presently
31 centered in the urban areas, nevertheless, said Board endorses
32 wholeheartedly the present Federal type system or representation

in the State Senate and the State Assembly and that said Board
is opposed to any reapportionment of the State Senate which would
result in the metropolitan areas having a predominant position
in the State Senate to the detriment of the suburban and rural
areas.
The foregoing Resolution was introduced by Supervisor
5teinegger , who moved its adoption, seconded by Supervisor
Pryde , and said Resolution was passed this 30th day
of October,. 1961, on rolX call by the following vote:
AYES: Supervisors Alldredge, Pittman, Pryde, Steinegger and Chairman i
