HomeMy WebLinkAbout62-004I ~; 11 ~ . ±.~~~~ 1 RESOLUTION NO. 62- ~! 2 BOARD OF SUPERVISORS 3 COUN'T'Y OF BUTTE, STATE OF CALIFORNIA 4 RESOLUTION ESTABLISHING THE BUTTE COUNTX CITIZENS't, WELFARE ADVISORY 5 COMMITTEE 6 WHEREAS, the Butte County Board of Supervisors is "~ aware of the increasing welfare load in California; and the 8 consequent burden to the taxpayers; and 9 WHEREAS, the Board feels that only those who are ZO really in need should receive welfare assistance; and 11 WHEREAS, the Board believes many aspects of:the 12 numerous welfare programs deserve public attention and review; 13 NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the 14 Board of Supervisors of the County of Butte, State of 15 California, as follows: 16 1. That a committee be, and the same is hereby, 17 established, to be known and designated as "Butte County Citizen `s1 fifteen 18 Welfare Advisory Committee," consisting of ',°:~;~:~, (l~) members, 19 which said committee shall be appointed, governed by and subject 20 to the following terms, rules and conditions: three 21 (a) Each Supervisor shall appoint ~~,;~ (3) members B2 to serve a term of one (1) year from and after his appointment. 23 (b} At the first meeting the committee will elect 24 from its members a Chairman and a Vice-chairman. 25 (c} The Welfare Director shall serve as Secretary 26 of the committee, but shall not have a vote in the meetings of 27 the committee. It shall be the responsibility of the Welfare 28 Director to provide necessary staff services to the committee. 28 (d) Meeting dates shall be set at the pleasure of 30 the members. 31 (e) The committee shall be advisory to the Board 32 of Supervisors and shall submit all recommendations to the Board. -1- ~.~;~~' 1 2 3 4 5 '6 7 8 9 10 11 12 13 14 15 ~.s 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 (f) The committee shall work with and have the cooperation of the Welfare Director, District Attorney, County Counsel, County Administrative Officer and any other County officials who may be involved in the subjects reveiwed by the committee, or whose advice and counsel may be helpful to the committee. The committee shall particularly have regularly scheduled meetings with the Welfare Director. (g) The committee shall review all welfare programs and administration of those programs and make recommend- ations thereon to the Board of Supervisors with particular attention to the following areas: {1) Advice and information to the public of the aims and purposes of welfare legislation and the problems of the Welfare Department in administering welfare programs. (2) Recommendations to the Legislature in Sacramento and the Congress in Washington with respect to :necessary welfare legislation. (3) Steps which may be taken locally to promote assistance to those who are entitled to it and to deny aid to those who are not entitled to it. 2. The committee shall file a written report with the Board of Supervisors on or before December 1, 1962. concerning its activities and findings, with copies for each member of the Board of Supervisors, the County Administrative Officer and the Director of Social Welfare, after which the committee will be discharged unless the Board deems it advisable in the public interest to continue the existence of the committee. 3. The Welfare Director shall furnish. such clerical assistance as may be necessary to enable the committee to prepare its report. 4.
