D., of Redding, Shasta County, California, for appoint ;8 ment to the position of member of the California State Social 9 Welfare Board; and 10 Wi~REAS, said Board deems said LEE D. FULTON, M. D., 11 to be eminently fitted to serve as a member of said Board; 12 NOW, THEREFORE, BE IT RESOLVED by the Board of Supervis rs 13 of the County of Butte, State of California, as follows: 14 1. That said Board officially endorses LEE D. FULTONr i5 M. D., for appointment to the position of member of the 16 California State Social Welfare Board. 17 2. That a certified copy of this Resolution be 18 forwarded to Governor Edmund G. Brown, Hugh M. Burns, President 19 pro Tempore of the Senate, Senator Paul L. Byrne, Assemblyman 20 Harold T. Sedgwick. August 1, 1954 to present: Redding, California MISCELLANEOUS INFORMATION: Doctor Fulton has acted as medical consultant to the Welfare Department for the past two years. In this capacity it has been his responsibility to review medical bills on which there was a question regarding use of the program, as to number of calls, type of treatment, etc. This has necessitated that the Doctor become fairly familiar with the various welfare programs. Although it would~go without saying that he is busy with his private practice, he has been willing to give endlessly of his time in an effort to be of assistance to the department and, in so doing, he has demonstrated a sincere interest and concern in both the philosophy and operation of the welfare programs. In this period of time in working closely with Doctor Fulton, a number of personality traits and qualities have been noticed since they are quite outstanding. First of all, is his superior intellect, in fact, I would say that Doctor Fulton is a brilliant man. In his performance as medical consultant, it has been most obvious that he is so well able to take a stand on his own con- victions, if necessary. A number of times it has been necessary to question the private physicians regarding certain of the charges. In a mast professional manner, but with actual firmness, Doctor Fulton has been able to handle each ~CuatgH, The manner in which the Doctor operates is not only thoroughly interesting but, to .most persons, quite admirable. He is modest in manner, almost to the point of being shy. However, when he has reason to express himself, he lacks for nothing in being able to convey his knowledge and to make it known that he has a definite opinion of the subject. He would be a person who would be an in- tellectual match for any member of the state board.
