HomeMy WebLinkAbout62-074l I~ :1 . _~~~ RESOLUTION No. 62- ~~ 1 RI;SOT,UTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF 2 BUTTE OPPOSING PROPOSITION NO. 23 CONCERNING SENATE REAPPORTIONMENT 3 4 WHEREAS, an initiative constitutional amendment measure, 5 which has been designated as Proposition No. 23, will appear on 6 the ballot in the General Election to be held in November, 1962; 7 and 8 WHEREAS, Proposition No, 23 provides for the reapportionment 9 of the Senate of the State of California; and 10 WHEREAS, Proposition No, 23 would increase the membership of 11 the Senate of the State of California from forty to fifty members, 12 with the increased membership all going to metropolitan areas; and 13 WHEREAS, the position of Butte County in the State Senate 14 would be weakened by the passage of Proposition No, 23; and 15 WHEREAS, a similax scheme for reapportionment of the Senate 16 of the State of California was overwhelmingly defeated by the 17 votexs in November, 1960; and 18 WHERZ;AS, the theory of a two-house legislative body, both 19 under the Federal and California systems, is for the Senate to 20 give representation to areas, in contrast to representation in thel 21 lower house solely on the basis of population:;; and it 22 NOW, THEREFORE, BE 1T RESOLVE:D by the Board of Supervisors 23 of the County of Butte, State of California, as follows: 24 1. That said Board of Supervisors does hereby firmly oppose 25 Proposition No. 23, which would provide for the reapportionment of 26 'the State Senate of the State of Caiifornia. 27 2. That the citizens of the County of Butte are hereby urged 28 to actively oppose Proposition No. 23 and to tape all possible 29 steps to inform the voting public of the dangers inherent in 30 proposition No. 23, to the County of Butte, 31 3.
