HomeMy WebLinkAbout62-091~~7,IrTTt~t7 i - ~y i ~_~~~ ;. ! ~,J ~+ RESOLUTION 3~L.,~'~k~~'~R~7~ ~P 1~ROPOSITION 19 ~' WHEREAS, the lgbl Legislature gave its unanimous approval to Proposition lg and authorized its submission to California voters at the November, lgb2 General Election; and WHEREAS, Proposition 19 would modify the Constitution's pro- vision prohibiting the Legislature from making salary increases effec- tive during the terms of county supervisors and city councilmen by allowing such increases when one or more members of a board, commission or council begins a new term of office; and WHEREAS, this modification would be applicable only to those boards whose members serve staggered terms of office, thereby elimin- ating the inequitable, unjust, and discriminatory situation wherein, under the present prohibition, board members who share equal responsi- bilities for the conduct of local government are paid different salaries. The present prohibition compounds this inequity by making possible higher salaries for supervisors and councilmen who never have held such posts before, while veteran members must wait as long as three years and be re-elected before the higher salary is applicable to them; and WHEREAS, the strongest argument .for modification lies in the equity of Proposition lg as evidenced, historically, by the fact that the people in 1944 suspended the prohibition. This suspension lasted i for 12 years--until January, 1957--one year after the President formally declared an end to hostilities, and during this entire period there were no serious abuses; and WHEREAS, the merits of Proposition lg have already been recog- nized, and endorsed, by such statewide organizations as the California Taxpayers Association and the California State Chamber of Commerce.
