HomeMy WebLinkAbout63-016RESQLUTION NOS. 63 -16 BOARD fbF SUl'ERVIS0i2S COUNTY OF BUTTE, STATE ~' CAZaIFEARNIA A RRSO)LUTIQN AMENDING RESf~LUTTO~I 625 QF THE C~JNTY f1F BUTTE ~fiEREAS the Board of Supervisors of the County of Butte has adopted ~Drdinance No, 729, which establishes a personnel merit system for the employment, promotion and retention of persons who wor'sc for the County; and 3~REAS Qrdinance No. 729 authorizes the adoption of a resolution establishing personnel rules and procedures for the administration of said merit system; and ~TfiEREA.S Resolution No. 625 has established certain rules of procedure for the aforesaid personnel rules; and ?~HEAEAS it is deemed in the best interest of the county to amend said Resolution No, 625; Nflsi3 THEREFOKE BE IT IiES€~LVED by the Board of Supervisors of the County of Butte, State of California, that Resolution No, b25 shall be amended to read as follows, to wits 1. That Section 2a9 of said Resolution entitled 'Demotion" is amended to read as follows; 2.9 "Demotion". The involuntary movement of an employee from one class of position to another class of position having lesser responsibilities and a lower salary range. 2. That Section 2.20 of said Resolution entitled "Transfer+' is amended to read as follows; 2.20 ++Transfer". The voluntary movement of an employee from one class of position to another class of position either at the same salary range or at a lesser salary range. 3. That Section 6,6 of said ResolY~,tion entitled "Pay for former employees" is amended to read as follows; b,6 "Pay for former employees", A person who -z- previously held regular status from which he was separated in good standing, may, upon recommendation of the head of the department in which he is being reemployed and approval of the personnel director, be appointed at the same salary rate which he was paid at the effective date of h:.s resignation ox the nearest applicable rate, provided such reemployment occurs within six months from the date of resignation. 4. That Section 6,7 (c) of said Resolution entitled "Transfer" is amended to read as followst 6.7 (c) "Transfer". An employee who is transferred shall have no change in his anniversary date. 5. That Section 6.11 of said Resolution entitled "Transfer" is amended to read as follows; 6.11 "Transferi0. An employee who is transferred shall receive the same salary he would otherwise be entitled to on the date the transfer is effective or the nearest lower salary applicable. 6. That Section 8.4 of said Resolution entitled "Performar,.ce'° is amended to read as followst 8.4 "Performance". Thirty days before an employee's anniversary date, his department head shall review the employee's performance to determine whether or not the employee should receive a merit advancement within his salary range. In making this determination, the depart- ment head shall use a performance rating form, discuss the rating with the employee, and send a copy of the:form to the Personnel Director where it will be placed in-the. employee's file. Tf the department head wishes to delay this determination beyond the employee's anniversary date, he may do so, for a period not to exceed 90 days, in which case the advancement shall be effective when approved by the department head. If an employee's anniversary date is overlooked through an error, upon discovery of the error, the Lauditor shall honor a supplemental payroll compensating the employee for the additional salary he should have received dating from his anniversary date. In the case of appointed department heads, the Administrative Ebfficer shall submit merit advancements to the Board for approval. Qn or before the anniversary date each year of an employee who is in the fifth step of his range, his department head shall review his performance and send a copy of the performance rating form to the Personnel Director for placement in the employee's file. 7. That Section 8..9 (b) of said Resolution entitled "Hearing's is amended to read as follows; 8.9 (b) "Hearing". At the hearing the employee and -2- the department head shall have-the right to be heard, call witnesses, present facts and be represented by counsel.
