BOARD OF SUPERVISORS
COUNTY OF BUTTE, STATE OF CALIFORNIA
RESOLUTION IN OPPOSITION TO ASSEMBLY BILL NUMBER 23
WHEREAS, Assembly Bill Number 23 has been introduced by
Assemblyman Burton and others at the present session of the
California Legislature; and
WHEREAS, said bill will subsidize a passive attitude
toward seeking employment and foster dependency and contains
no incentive to seek employment; and
WHEREAS, said bill defines "unemployed parent" as
including one working less than the number of hours considered
usual for the industry when operating fully, and is vague and
uncertain in that respect and opens the'daor to numerous
abuses; and
WHEREAS, said bill provides a premium on unemployment
and underemployment by providing relief from public funds for
merely staying registered at the local office of the State
Department of Employment for job sources customary to normal
industry instead of seeking work in a new field of employment
or another area; and
WHEREAS, said bill by its provisions unreasonably
' extends the grounds upon which aid may be"granted to persons
within its provisions; and
WHEREAS, said bill defines goad cause for refusing a
job or work relief or training to include employment at wage
rates below prevailing wage rates or below social insurance
benefits, whichever is greater; and
WHEREAS, the relationship to unemployment insurance
benefits is ambiguous and uncertain and will result in higher

cash benefits to unemployed than presently provided by
unemployment insurance; and
WfIEREAS, the language of said bill is so general as to
virtually grant all control to an administrative board rather
than a s..ate legislature; and
WHEREAS, the enactment of said bill will place an
additional and unreasonable financial burden upon the counties
of this state and the County of Butte;
NOW THEREFORE BE IT RESOLVED by the Board of Supervisors
of the County of Butte, State of California, that this Board
does hereby urge the defeat of said bill,
BE IT FURTHER RESOLVED that copies of this resolution
be forwarded to the Senator and Assemblyman from Butte County,
to the County Supervisors Association, and to such other
interested parties as the Chairman of the Board of Supervisors
may designate.
PASSED AND ADOPTED by the Board of Supervisors of the
County of Butte, State of California, this 30th day of
April , 1963, by the following vote:
