COUNTY OF BUTTE, STATE 0'F CALTFORNIA
'':RESOLUTION REGARDING T~iE REI.O'CATIaN OF THE OROVII,T~E-QUINCY ROAD
WHEREAS the Department of Water Resources by and
through its director William E.'G7arne did on or about the 12th
day of August 1963 submit to the County of Butte the following
offer:
1. To present the county the sum of $4,583,000.00
in return for the county's agreement to provide the required
replacement of the present Oroville-Quincy Road, or
2. To itself design, award contracts for and build
a replacement for said Oroville-Quincy Road along with what is
;;known as the "B'' line and Bald Rock Road.
WHEREAS a request was made of the County of Butte
to act upon said offer on or before September 17, 1963, and
WHEfiEAS the County of Butte in order to determine
"whether or not either of said offers are acceptable engaged the
-firm of Porter, O'Brien, & Armstrong as consulting engineers, and
WHEREAS said consulting engineers reported to the
.;,Board of Supervisors of the County of Butte on the 16th day of
'iSeptember as follows:
A. That .the estimate of the cost of construction
of the "C" line was the sum of $4,494,351000.
Be That the cost of constructing the "B" line including
'realignment of Joe Moore Hill and reconstruction within county
rights of way of Bald Rock Road to be the sum of $4,622,700.00,
and
AREAS the "C" line as redesigned and realigned
by the firm of Porter, O'Brien & Armstrong is satisfactory to
the County of Butte both as to route location and standards, and
Wr3EREAS the construction of the "B" line would result
'in added road mileage to be maintained by the County of Butte, and.
T~RRAS the construction of the "B" line would present
-the possibility of entrapment of large numbers of people in
'the recreation area in the event of a down canyon fire, and
WHEREAS the present plans for ,the recreation area
include parking places for 3,600 cars which after they leave
!said "B1° line would have to travel on present County roads
from Bald Rock Road to said recreation area which would require
a large expenditure by the County of Butte for the improvements
'of said roads, all of which would be avoided if the "C" route
were constructed, and
WHEREAS because of the aforementioned reason, it is
'not possible for the County of Butte to accept the offer of the
1Department of Aater Resources to construct the "B" line, and
WHEREAS the present laws and statutes of the State of
California do not require the County of Butte to accept or
''incur the responsibility of constructing the "C" line or any
'lother alternate facility required by reason of the O.roville Project.
NOW, THE'REFO:RE BE IT SOLVED by the BOARD OF SUPERVISORS
of the COUNTY OF BUTTE, STATE OF CALIFORNIA, as follows:
1. That the County of Butte hereby rejects both offers

;made by the Department of Water Resources for the relocation of
-the Oroville~Quincy Road.
2. That said County hereby agrees to and accepts
''the route of the "C" line as engineered and proposed by Porter,
,G'Brien, & Armstrong and requests that the Department of Water
Resources construct said road as the most economical, the most
serviceable and the most feasible relocation of the present
;:Oroville-Quincy Road occasioned by the construction of the Oroville
?Project.
3. That the Board of Supervisors of the County of Butte
.requests that the Department of"~Tater Resources construct the
? ,:.
I."C" route according to the preliminary design of Porter, O'Brien
Armstrong, and that it instruct its officers and employees to
;prepare and submit to the County of Butte a contract to that effect,
'containing the same general terms and conditions as the contract
heretofore prepaxed by the County of Butte and submitted to the
;Department of Water Resources for the construction of said "C"
line.
THE FOREGOING RESOLUTTQN WAS PASSED AND ADOPTED ON
THE 17th day of September, 1963, by the following vote:
