BOARD OF SUPERVISORS
COUNTY OF BUTTE, STATE OF CALIFORNIA
RESOLUTION ENDORSING LEGISLATTVE PROPOSALS OF THE
CALIFORNIA COUNTY COLLECTORS ASSOCIATION
WHEREAS, the California County Collectors Association has
proposed three (3) legislative changes; and
WHEREAS, said legislative changes have been considered by
the Board of Supervisors of the County of Butte, State of California;
and
WHEREAS, this Board desires to endorse said recommendations
for legislative changes;
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors
of the County of Butte, State of California, that said Board
endorses the following three legislative proposals;
1- Re-establishment of the total statutory right
of counties to require property liens as
security for obligations based upon county
hospital care. finis historical authority
of the County Boards of Supervisors was
destroyed in part by the 19b3 Legislature.
2- Amendment or repeal of Section 1475 of the
Health and Safety Code, dealing with the Inter-
County liability for the payment of charges for
medical care provided to non-resident indigents.
Over thirty counties presently utilize reciprocal
agreements to avoid the onerous impositions of
this code section which has been aptly described
as an "administrative and budgetary nightmare."
3- Extension of the provisions of Sections 3045,
et seq. of the Civil Oode. This Section of the
law provides a statutory lien for hospitals
with respect to personal injury litigation
andsettlements. The present law limits the
effect of the lien to the first 72 hours of
emergency Bare and to one-half of the
settlement in excess of $100.00.

~T I.S FURTHER RESOLVED by the Board of Supervisors of the
County of Butte, State of California, that the Clerk of this
Board shall forward a copy of this Resolution to all interested
parties and to such further persons as may be designated by the
Chairman of this Boardo .
PASSED AND ADOPTED by the Board of Supervisors of the
County of Butte, State of California, this 29th -day of
October , 1963, by the following vote:
AYES: Supervisors: Alldredge, Giles, McKillop, Pryde and
Chairman St~inegger

ABSENT: None
