HomeMy WebLinkAbout64-020 RESOLUTION NO. 64-20 BOARD OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF BUTTE URGING THE SUPPORT OF A PROGRAM TO MEET THE SHORTAGE OF AGRICULTURAL LABOR THROUGHOUT THE STATE OF CALIFORNIA WHEREAS, Butte County is primarily an agricultural County and agriculture is the largest economic unit in the County; and WHEREAS, this vital economic unit will be adversly affected by the ending of the Bracero Labor Program on December 31, 1964; and WHEREAS, a massive domestic recruitment program is suggested to fill the void created by the loss of the Bracero Program; and WHEREAS, a problem will be created in farm housing in that the present single-man community housing units are not adaptable to and are worthless as family type dwellings; and WHEREAS, peak employment is for a period of approximately four (4) months in this County and thereafter these workers who will need to be cared for will be required to be put on the Welfare rolls which, at the present, are substantially overburdened in this County; and WHEREAS, the domestic recruitment will bring to this County families with children of school age and place them in a school system which presently is suffering from overcrowded conditions; and WHEREAS, all governmental services will be required to be increased with no increase in tax revenue basis; NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Butte, State of California, that all other counties actively support and encourage the Honorable Governor of this State of California and appropriate State agencies to initiate the following courses of action: 1. Review and clarify those laws and regulations affecting the Department of Welfare and Department of Employment recipients in reference to agriculture utilization by making these recipients available to the agricultural labor poels. • 2. Conduct necessary surveys and compile accurate data on farm employment needs, crop by crop, month by month, and area by area, so proper schedules for intelligent utilization of the farm labor resources may be made; 3. Discover the number of unemployed urban workers who are willing and able to accept seasonal farm employment, with information as to wage and housing requirements. 4. Determine what wages California agricultural employers can afford to pay and still remain competitive in world markets. 5. Ascertain effects of farm labor importation on educational, medical, health and other public service agencies. 6. Review the impact of possible reduced agriculture production on other industries related to agriculture activity, and 7. Ascertain the impact and economic problems on small local governmental entities including schools and counties and methods of financing the same. BE IT FURTHER RESOLVED by the Board of Supervisors of the County of Butte, State of California, that said Board respectfully requests the California Supervisors Association and all other counties to take all feasible actions which will result in the implementation of the above program. BE IT FURTHER RESOLVED that copies of this Resolution shall be sent, by the Clerk of this Board, to all interested parties and all governmental officials concerned herewith, and to such other persons as may be designated by this Board.
