4 RESOLUTION DIRECTING COUNTY SURVEYOR-DIRECTOR OF PUBLIC
WORKS TO OBTAIN OFFER FROM PRIVATE ENGINEER TO PERFORM
5 CERTAIN ENGINEERING SERVICES FOR COUNTY OF BUTTE

7 WHEREAS, certain persons have this day presented a
8 petition to this Board and in said petition they described a
9 boundary line enclosing a district of lands situated in the County
10 of Butte, California, and in said petition they requested this
11 Board to construct a system of storm water disposal and other
12 pertinent facilities in order to provide drainage for the district
13 of lands they described in said petition; and
14 WHEREAS, in said petition said persons requested this
15 Board to form the land encompassed by the boundaries that they
16 described in said petition into an assessment district and to
17 assess said lands to pay for the costs of constructing said system
18 of storm water disposal and other pertinent facilities; and
19 WHEREAS, in said petition said persons requested this
20 Board to construct said facilities and to assess said lands all
21 under proceedings to be undertaken by this Board under the Improve-
22 ment Act of 1911; and
23 WHEREAS, the County Surveyor-Director of Public Works
24 has advised this Board that Engineering Plans and Specifications
25 must be prepared before any proceedings under the said Improve-
26 ment Act of 1911 can be commenced for constructing said storm water
27 disposal and other pertinent facilities; and
28 WHEREAS, the County Surveyor-Director of Public Works
29 has advised this Board respecting said petition that certain
30 engineering for it, consisting of preliminary runoff studies of
31 various sized areas, preliminary cost studies of various sized
32 areas, computation of equitable cost participation by the State

1 because of its Freeway construction to each of these various sized
2 areas, preliminary cost studies for curb and gutter improvements,
3 drop inlets, pipe collector systems and pipe outfall system for
4 certain portions of the area, preliminary maps of the area, the
5 presentation of the results of these studies at public meetings,
6 the supervision of the circulation of petitions, certain services
7 for it in searching titles to ascertain the names of property
8 owners, the tabulation of results of petition circulation, meetings
g with local sponsors of the project to assist in obtaining signature
10 and continuing reports and conferences on petition matters and
11 engineering matters with Butte County Public Works Department
12 Engineers and State Division of Highways Engineers have all been
13 done and obtained by EUGENE A, RINGEL, R.COE.,, and his employees;
14 and
15 WHEREAS, this Board has duly considered said petition
16 and has determined to take certain actions respecting said petition
17 set forth hereinafter;
18 NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors
19 of the County of Butte, State of California, as follows:
20 1. That this Board hereby directs the Clerk to accept
21 said petition and to file the same in her office under the title
22 Shasta Union Drainage Assessment District.
23 2. That this Board hereby directs the County Surveyor-
24 'irector of Public Works to negotiate with EUGENE A. RINGEL7 R.C.E.,
25 and to request said EUGENE A, RINGEL, R.C.E., to present an offer
26 to this Board for this Board's acceptance or rejection, which offer
27 shall cover his charges and the time for paying them respecting
28 im being employed by this Board:
29 a. To do all necessary engineering field work for
30 .esigning a system of storm water disposal and other pertinent
31 facilities that will benefit at a reasonable cost the greatest
32 .ortion of the lands described in the petition mentioned in Paragrapi

1 1 of this resolution and that will benefit at reasonable cost such
2 other lands not described in said petition that the County Surveyor
3 Director of Public Works may designate for inclusion in a proposed
4 Shasta Union Drainage Assessment District;
5 b. To prepare an original and five copies of plans,
6 specifications, general conditions and cost estimates for such a
7 system of storm water disposal and other pertinent facilities all
8 in such detailed final form so that this Board can use the same
g in a special assessment improvement proceeding and for advertising
10 for bids in such a proceeding;
11 c. To prepare an original and five copies of a
12 district map showing the boundaries of the district of land that
13 will be benefited by said system of storm water disposal and other
14 pertinent facilities.
15 The foregoing resolution was introduced by Supervisor
16 Giles , who moved its adoption, seconded by
17 Supervisor Steinegger , and said resolution was passed
18 this 7th day of April, 1964, on roll call by the following vote:
19 AYES: Supervisors Giles, Steinegger and Acting Chairman Pryde
20 NOES: None
21 ABSENT: Supervisor Alldredge and Chairman McKillop
