RESOLUTTON OPPOSING ANY PROPOSE9~ R'El9UCTION OF PUBLIC FUNd9S IN SUPPORT
OF TOTE UeSe FOREST SERVICE RESEARCH PROGRAM AT CHALLENGE ~ERIMENTAL
FOREST.
WHEREAS, the Challenge Experimental Forest is a research facility
of the U.S. Forest 'Service located in Yuba County at Challenge, California,
and is immediately adjacent to the County of Butte and is generally
serviced by Oroville, Butte County, California, and
WHEREAS, said research program at the Forest is applicable to
one and one half million acxes of timbex land in Yuba, Butte, Nevada,
Amador and Tehama Counties,- where it has been given complimentary'
recognition by many members of the forest industry and the State of
Calif ornia during its six years of operation, and ~,,
T+THEREAS, said research program is providing answers with. regards
to (1) improved timber harvesting methods, (2) aerial reseeding of
forest stands, (3) use of fire as a slash disposal technique,,(4) economic
management of forest lands, and other matters of concern to public and
private forest land managers, and
Wes, the average income in the aforementioned counties is
below the nations average and in need of stimulation thxough xesearch
aimed at benefiting one of the largest industries in these counties,
namely the timbex industry, and
WHEREAS, presently two-thirds of the money for this research
program is provided by the Soper-Aheeler Co., a service minded organization
managing and operating its own foxe st lands, and
WHEREAS, any curtailment of tax money supporting this expexi-
mental forest would result in: {1) severe reductions in current
studies with, loss of studies that are now partially completed, (2) possible
loss of the Soper Wheeler Co,, support, (3) gxeater delay to the
solution of pressing land management problems, (4) no assuxances of
any economies in the use of tax money, and
WHEREAS, the loss of income to Butte County from any reduction
in public support to the program would further injure its economy,
NOW, THER~FOI2E, BE IT R~:SOLVED AND ORDERED that this Board
does hereby go on record as collectively supporting the U.`S. Forest
Service Research Program at the Challenge Experimental Forest,
Challenge, Yuba County, California, and hereby vehemently opposes any
reduction in public funds supporting said programo
BE IT FURTHEit RESOI.~IED AMID ORDE1~ that the Clerk of thi s
Board be, and she is hereby directed to transmit copies of this
Resolution to United States Senators'F,ngle and Kuchel, Congressman
Harold T. "Bizz" Johnson, State Senators Pittman, `Sedgwick and laundari,
Assemblyman Harold E, Booth, Yuba County Board of Supervisors,
'Director of the Pacific Southwest Experimental Station, William H.
Holmes, and to any other person as directed by the Chairman of this
Board.
PASSED AND AD(DPTED by the Board of Supervisors of Butte County,
this 14th day of April, 1964, by the following vote:
