BOARD OF SUPERVISORS
COUNTY OF BUTTE, STATE OF CALIFORNIA
RESOLUTION OF INTENTION TO ENTER INTO AN AGREEMENT FOR
ROAD RELOCATION WITH THE STATE OF CALIFORNIA
WI3EREAS, the County of Butte and the State of California,
by and through its Department of Water Resources, both recognize
the eventuality of inundation of the roads referred to as the
Oroville-Quincy Road and the Oroville-Feather Falls Road, thus
requiring substitute facilities for both of said roads as a
result of the construction of the Oroville Dam; and
WHEREAS, considerable negotiation and discussion has gone
into the determination of suitable substitute facilities for
these two roads; and
WHEREAS, the County intends, after satisfactory completion
of negotiations to ultimately enter into an agreement with th e
State for relocation of said roads; and
tdHEREAS, no agreement has yet been entered into by and
between the State and the County for said road relocations, but,
time requires that surveys commence forthwith on the substitute
facility for the upper OrovillepQuincy Road,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS
OF THE COUNTY OF BUTTE that it is their intention to go forward
and complete negotiations in good faith for the relocation of
the roads known as Oroville-Quincy County Road and the Oroville-
Feather Falls County Roado
BE TT FURTHER RESOLVED that negotiations indicate that the
alignment, or the .route of the substituted facilities have been
generally agreed upon.
BE IT FURTHER RESOLVED that the County will, at the cost of
the State, design end construct the poxtion of the required
reloc ation of the Oroville-Quincy Road, which lies North of the
Middlefork Bridge and commonly referred to as .the "C--6s' Line, as
an alignment that is designated on the drawings entitled 39Oroville

3 Resources No. RF679R, sheets 1 to 4, presently on file with the
4 Department of-Water Resources, and that said County will construct
5 said road to the standards as proposed by the County's Consulting
g Engineers, Porter, O'Brien and .Armstrong,
7 BE IT FURTHER RESOLVED that if the State, at its cost,
g expeditiously designs and constructs, according to mutually
g acceptable plans and specifications, a relocation of the Oroville-
10 Feather Fa11s Road along the NW aligrunent, as that alignment is
11 shown in part on map entitled Feather River, Oroville, Oroville
!12 Reso, Topography, Oroville Feather Falls traced by E,J,D, and
13 H,W,Ho 9-6-61 ch'd by MaG,Lo 9-61 with noted revisions, to the
14 following standards:
15 ROAD STANDARDS FOR N=W LINE
16 Graded Roadbed - 40 feet minimum
z7 Roadway - 2 - 12' Lanes minimum
18 Shoulders - 2 - 4' except where passing lanes are provided
19 Grade - 7% maximum
20 Tangent distance between curves - 150' minimum
21 Superelevation - 8% maximum
22 Excavation slopes
23 1:1 under 10'
24 3/4: 1 over 10'
25 Excavation Benching
26 Benching on excavations over 60 feet
27 Benches - 15' horizontally for each 50' vertically

29 Traffic index (for design) 7
30 Pavement: 2°' AC on roadway and shoulders

Structure Roadway Width 28' between wheel guards and
without sidewalks (Future responsibility as to
ownership of South Fork and Middle Fork Bridge is
not within the contemplation of this resolution)
and that the State provide passing lanes as mutually agreed, and
if said relocation terminates at a connection with County's
proposed Olive Highway relocation project on existing road in
Section 17, T, 19 N., R. 5 E., that when an agreement is executed
for such relocation it will, within the contemplation of this
Board, constitute a substitute facility of like character and
equal in usefulness to that xrhich now exists.
BE TT FURTHER RESOLVED tkxat this Resolution shall not
constitute an agreement within the meaning of Sections 11130,
11131, 11590, 11592 of the Water Code.
