Il3;~AS, a period of disaster presently exists in the County
of Butte in accordance with the proclamation thereof by the County
Administrative Officer on the 24th day of December, 1964, and
confirmation by the Board of SSapervisors on the 29th day of December,
1964 as a result of conditions of extreme peril to the safety of per-
sons and property caused by flood; and

pas it is now deemed not to be beyond the control of the normal
protective services, personnel, equipment and facilities of and within
said county of Butte;

period of disaster o
