BOARD OF SUPERVISORS
1 COUNTY OF BUTTES STATE OF CALIFORNIA
2 RESOLUTION CONCERNING THE KERB-MILLS ACT AND MEDICAL
ARE= FOT' THE .AGED _ '`;

4 ~IEREASr there is presently in effect a program to provide
5 medical benefits to the aged,r which is known as the Kerr--Mills
6 Act; and
7 'WHEREAS, there is presently pending in the Congress of the
8 United States,, a bill known as the King-Anderson Bill initiating
9 hospitalization benefits for the aged under the Social Security
10 System which is not in the best interests of the American people;
'11 and
'12 T~IEREAS~ the Kerr-Mills Act is more beneficial to the
13 economic and Social ~7elfare of the people of this nation than the
,14 King-Anderson Bill:r in that:
'15 a~ Total medical carer rather than mere hospitalizations,
18 is provided;
17 3~. An economic means standard is established to insure
18 that aid is given to those really needing it;
19 c, Local control of the administration of the program is
20 retained;
X21 d. Federal Funds are provided to States on a matching
'!22 basisr, based upon the need within the State; and
23 Z+~HEREASs it is necessary to assist the agedr who do not
24 meet the qualifications of the program as set forth in the Kerr-
',25 Mills Act to acquire voluntary private health insurances
'Z6 NOT~,s THEREFORE,. BE IT RESOLVED that the Butte County Board
" 27 of Supervisors hereby endorses the program of medical care far
28 the aged which is set forth in the Kerr-Mills Act; and
29 BE IT FURTTiER RESOLVED that the Butte County Boa rd of
30 Supervisors urges the adoption of supplementary legislation which
31 would assist the aged in acquiring voluntary -.private health
32 insurance; and

BE IT ALSO FURTHER RESOLVED that the Clerk of this Board
be instructed to transmit true copies of this resolution to
members of tl~e California State Legislature] and the Congress-
Tonal Delegation of the State of California,
PASSED AND ADOPTED by the. Board of Supervisors of the
County of Buttes State of California; this i6th day of March
1965.2 by the following vote:
