HomeMy WebLinkAbout65-1301 2 3~ 4 5 6 7 8 9 10 11 12 13 14 15 16 I7 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 ,3 ~ RESOLUTION N0. 65-130 BOARD OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA RESOLUTION REGARDING TRAVEL AND E~'ENSES FOR COUNTY OFFICERS AND EMPLOYEES WHE[tEAS, it is desirable that the policy of the Board of Supervisors of the County of Butte in relation to travel by count; officers and employees on county business be revised, NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Butte, State of California, that unless otherwis provided by law, the policy of said Board concerning travel upon county business by county officers and employees shall be governe by the following rules and regulations: 1. Authority for travel. Department heads may travel on their own authority within the County whenever it is necessary to transact county business and they may authorize any employee to perform such travel. On travel outside the County where no over- night lodging is required, department heads may travel on their own authority or authorize travel by an employee. The County Administrative Officer is hereby authorized to travel outside of the County and within the State whenever in his discretion such. travel is necessary in the interest of the county. Where travel involves overnight lodging, a department head shall send a travel request form to the Administrative Officer. The Administrative Officer shall submit the request with his recommendation to the Board for approval unless the Board has already approved the travel request for a department head because of its inclusion and c.~escription in the budget document. 'When a trip has been completed, the department mead shall submit a report of the meeting to the Administra~c.ive Officer, explaining what took place which will benefit the County. Upon receipt of the travel report, the Administrative Officer shall send a copy of the approved travel request fora to the Auditor~Controller as authorization for payment ~:~ travel expenses. ~ ~_ 1 2. Method of travel. bounty cars shall be used whenever 2 possible and to the extent available for travel within the County. 3 Each person who uses a privately owned vehicle on county business 4 shall file an affidavit certifying that there is insurance in 5 effect in the sum of not less than $10,000.00 for bodily injury 6 to one person, $20,000.00 for bodily injury to two or more per 7 sons, and $5,000.00 for property damage. Such affidavits shall 8 be on file with the Auditor. 9 For travel outside the County, if the destination is under 10 400 miles, travel may be performed by public carrier, by county 11 car, or by private car if a county car is not available. If the 12 destination is over 400 miles, travel shall normally be performed 13 by public carrier. Exceptions may occur when schedules make this !''14 impractical, where more than one person is traveling to the same 15 destination, or where law enforcement officers and probation 16 officers are transporting persons in custody. Department heads '17 may requisition travel by public carrier to the Purchasing Office. 18 3. Reimbursement for expenses. Any officer or employee 19 who has received authorization to use his private car on cov-nty 20 business shall be paid at the rate of ten cents per mile for the 21 first 1100 miles each month, and eight cents per mile thereafter, 122 unless otherwise provided by law, for travel actually performed.. 23 (a) Expenses outside, County. Department heads and employee '24 traveling outside the County on county business shall be allowed 25 actual and necessary expenses for meals and lodging, transportat- 26 ion and incidental expenses such as baggage, parking, telephone 27 calls made to transact county business and convention fees. Where 28 a department head or employee whose destination is over 400 miles 29 wants to travel in his private car for his personal convenience, 30 the Board may provide that reimbursement be based on equivalent 31 air coach fare. Receipts for lodging and any other expenses where 32 a receipt is available shall be attached to the claim for travel 2. '! 1 reimbursement. Reimbursement of transportation expense shall not 2 include Federal tax. 3 (b) Ex enses within Count Any ofi`icer or employee who 4 attends a breakfast, lunch or dinner meeting within the County 5 where he is a participant in the meeting or where it is important 6 to the County's benefit that he attend may be reimbursed for his 7 meal exp ense. Any officer or employee may be reimbursed for his 8 meal expense and the meal expense of another person or persons 9 who are guests on occasions when an invitation to a meal is im- 10 portant to the interest of the County or when a meal is provided 11 because of services to the County. All such expenses will be 12 charged to the budget of the Board of Supervisors. Nothing in 13 this paragraph shall be constxu ed as authorizing the holding of 14 breakfast, lunch or dinner meetings by department heads. 15 4.
