HomeMy WebLinkAbout66-0021' 2 3 4 ;5 6 7 8 9 10 11 12 13 14 z5 16 17 `18 '.19 20 21 22 23 24 '25 26 27 2$ 29 30 31 32 RESOLUTION NO.v ~ ~~ BOARD OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA ADOPTING POLICY TO BE FOLLOWED BY PLANNING COMMISSION CONCERNING UTILITY TRANSMISSION INSTALLATION WHEREAS, .the Gonstitution of the State of California has placed the authority for the routing of utility transmission facilities with the State Public Utilities Commission; and WHEREAS, the routing of utility transmission facilities concerns county insofar as it affects county facilities; and WHEREAS, it is desirable to be of record in expressing the county's position as to utility transmission routings as it affects county facility, location, and use of land, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF BUTTE, STATE OF CALIFORNIA, as follows: 1. That it is their policy that al.l routing of utility transmission facilities shall be presented to the Planning Commission, and they shall consider and report to the Board of Supervisors of the County of Butte as follows: Ca) In considering the routing of the utility trans- mission facility, the Planning Commission shall determine whether or not the route will conflict with school sites, airports, subdivisions which have, in fact, been submitted, road or highway expansion, drainage, flood control, prot- ection of water sheds, prevention and control of pollution to streams and other waters, parks, playgrounds, recreation areas, public buildings, community centers, libraries, police and fire stations, and all other existing or pfopose'!I. county facilities. 2. The Planning Commission shall consid er the foregoing f~ elements exclusively in making their determination as to whet'-! or not the proposed route is or is not in conflict with the r county's use. The Planning Commission shall then forward -_;trf 1 2 3 4 5 6 7 8 9 '10 11 12 13 14 15 18 17 18 19 20 21 22 X23 24 25 26 27 28 X29 30 31 32 report to the Board of Supervisors with its recommendations, which recommendation shall be in one of two forms: (a) "That the proposed route is not in conflict with the county's use of land for public purposes", or (b) "The route proposed is in conflict with the county's use of land for public purposes". 3. The report of the Planning Commission and their recommendation shall be considered by the Board of Supervisors and either affirmed by the board, or returned to the Planning Commission for further discussion-with the utility.
