RESOLUTION N0. 66-~~ BOARD OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA RESOLUTION OPPOSING 2'ROPOSED CONSTITUTIONAL INITIATIVE TO LEGALIZE MANUFACTURE, SALE, PURCHASE, POSSESSION AND TRANSPORTATION OF MARIJUANA WHEREAS, a group calling itself 'The Anonymous Committee for the Abolition of the Prohibition against Marijuana" has commenced action to amend the Constitution of the State of Calif- ornia to legalize the manufacture, sale, purchase, possession, and transportation of marijuana within the State of California; and WHEREAS, this group has chosen to remain anonymous;and WHEREAS, it is known that the use of marij uana leads in- evitably to the use of hard narcotics such as heroin as the addict's tolerance and his need for more and stronger narcotics increases; and WHEREAS, experience in England with the so-called °fBritish System" of providing drugs for addicts has shown that the legali- zing of drugs in any form results in their increased use and spread to greater numbers of people; and WHEREAS, the 1e.galizing of marijuana will subject untold numbers of our citizens to the personal tragedy and suffering of becoming dependent upon the use of marijuana, and as a result thereof to addiction to heroin; and WHII2EAS, the legalizing of marijuana would subject our citizens to the violent and unpredictable criminal tendencies of persons under the influence of marijuana; and WHEREAS, such action would result in millions of dollars of additional cost to the public of police investigation, prosecution, and incarceration of persons who commit violent and vicious crimes while under the influence of marijuana and other narcotis, to say nothing of the loss resulting from thefts committed by those seeking money to support their ever increasing need for narcotics; and WHEREAS, the use oT~'~.abit forming narcotic drugs destroys ~ r 1 will power, inhibitions and restraints of its users and leads to 2 loss of moral control and to physical and mental collapse; and 3 WHEREAS, it is well established that the use of narcotics 4 leads to criminal behavior which is often vicious and senseless; 5' and '6 WHEREAS, the people or the State of California are entitled 7 to be protected against the criminal activities of narcotic users; 8 and 9' WHEREAS, the proposal is ill considered and unrealistic and 10' could benefit only those who are engaged in the infamous traffic I1 in narcotics; and 12 WHEREAS, the legalizing of marijuana would serve only to I.3 compound. what is noa one of the most serious and complex problems 14' facing the State of California and would create a clear and present 15;, danger to the health, safety and welfare of all our citizens; and 16 WHEREAS, the refusal of the group sponsoring this manstrous 17 petition to identify themselves constitutes an abuse of the initi- 18 ative process, 19! NOW, THEREFORE, BE IT RESOLVED: 20 That the Board of Supervisors of the County of Butte most 21 strenuously oppose the proposed constitutional amendment sponsored 22 by "The Anonymous Committee for the Abolution of the Prohibition 23' Against Marijuana", and oppose the measure if it qualifies for the 24 ballot. 28 That the Board of Supervisors of the County oz Butte urge 26 all cities and counties in this state to join in opposing this 27 vicious amendment. 28 PASSED AND ADOPTED this 29th day of March, 1966, by the 29 following vote: 30 31 32 2. 1 .
