BOARD OF SUPERVISORS
COUNTY' OF BUTTE, STATE OF CALIFORNIA

RESOLUTION FAVORING REALTY' TRANSFER TAX

3 ';l~HEREAS, the counties of this State .have long favored a
4' broadening of the local tax base in order to ease the annual
~ property tax rates; and
6 "WHEREAS, the Federal Committee for Economic Development
7 has supported the concept of additional tax sources for local
8 governments; and
9' AHEREAS, the Federal tax on real estate transfers is now
10 scheduled to terminate on December 31, 1967; and
11 1~.-IEREAS, several agencies of the Federal Government con-
12 cerned with the problems of Federal and local taxation, includ^
13 ing the Senate Finance Committee, the ~.GlTays and Means Committee
14' of the House of Representatives, and the Advisory Commission on

1~' Inter-governmental Relations, have suggested that the tax on
16 real property transfers should be left to local administration;
17 and
lg. ?~iEREAS, agencies in some nineteen states are presently
lg levying such a tax; and
20~IEREAS, such a tax can be economically administered in
21 conjunction with. the recording of real property title documents
22 at the county level; and
23 ~+7HERE19S, the administration of such a tax will, in addition,
2.4 provide county assessors with a complete record of the values of
2g transferred real property, thereby making possible more a~uitable
26 assessments to the advantage of all concerned; and
2'7 '4~HEREAS, the revenue from such a tax, placed in the county
28 general fund, will result in lowering the demands on the annual
29 ad valorem tax.
30' NOif~, THEREFORE, BE IT RESOLVED that this Board does request
31. State legislation permitting counties to adopt, on a local option
32 basis, a Local Realty Transfer Tax to become effective on or

after January 1, 1968, and ~Qllowing the termination of the
present Federal Transfer Tax; and
BE IT FURTHII2 RESOLVED that such a tax should be imposed
at a rate of $.55 per $500.00 of proper ty value, or fraction
thereof, for the privilege of transferring title to real
property; and
BE IT FURTHER RESOLVED that this Board calls on the boards
of supervisors of all California counties, the California State
Legislature, and the State administration to support this
request for enabling legislation; and
BE IT FURTHER RESOLVED that copies of this resolution be
sent to the Honorable Ronald Reagan, Governor; the Honorable
Ray Johnson, Assemblyman; the Honorable Fred Marley, Senator;
County SLpervisor's Association of California, and such others
as this board may designate.
PASSED AND ADOPTED by the Board of Supervisors of the County
of Butte, State of California, this 21st day of March, 19b7,
by the following vote;
