RESOLUTION N0. b7- ~ BOARD OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA RESOLUTION ESTABLISHING HOSPITAL STUDY AND ADVISORY COMMITTEE 7 8 9 10 11 12 13 14 15 16 17 18 is 20 21 22 23 2~ 2B 26 27 28 29 30 31 32 WHEREAS, the advent of Medicare and Medi-Cal to provide medical services for a great portion of the public has made it possible for eligible persons to select facilities in which they are to receive care; and WHEREAS, County of Butte has established a hospital formerl known as the Butte County Hospital, which has subsequently been converted to a community hospital providing the ability to receive pay patients; and WHEREAS, the community hospital has not been extensively utilized by pay patients, NOW, THE[2EFORE, BE IT RESOLVED by the Butte County Board of Supervisors that 1. A committee be, and is hereby, established for the purpose of studying the community hospital and to advise this boar as to the status of the same, and in particular, but not exclusi- vely, in the following fields: (a) The use of the community hospital in relation to the over-a11 hospital needs of the county; (b) The legal responsibility of the county toward medical indigents who are not covered by,:.either Medicare or Medi-Cal; (c) The most economical method for the county to meet its legal responsibilities as it relates to hospitalizatio 2. Membership shall consist of seven (7) persons. Each board member shall-nominate one (1) person, and ~tJJhe Hospital Committee of the Grand Jury shall nominate two (2~, all of which shall be appointed by the Butte County Board of Supervisors. 3. Will the whole or a portion of the Butte County Service Area No. 26 be benefited by the accompla:shment of the purpose? 2. If only a portion of the area will be benefited, what portion will be so benefited? and WHEREAS, said Board, at said time and place, pro- ceeded to hear arguments from any person interested, including all persons owning property in said Butte County Service Area No. 26, upon the questions stated above; there being no. protest received from residents, property owners or registered voters within the service area boundaries, or otherwise, except Albert Appelman who during the course of the hearing withdrew his protest. The purpose for which said proposed debt is to be incurred is to provide within the county service area sewage service, requiring the construction and installation of facilities for the collection, treatment and disposal of sewage of Butte County Service Area No. 26 and its inhabitants, comprising .main trunk lines, pipes, pumps, machinery, lands, easements, rights of way, and other works, property or structures, useful or necessary for the collection, treatment or disposal of sewage of said Butte County Service Area No. 26 and its inhabi- tants. 4. The whole of the county service area will be ,benefited by the accomplishment of said purpose and by the in- curring of said bonded indebtedness, all in accordance with the determination of this Board as earlier expressed. 2. 5. The principal amount of the debt to be incurred "for said purpose is $900,000. 6. The maximum term the bonds to be issued shall Irun before maturity shall be forty (40) years after the date of said bonds. 7. The rate of interest to be paid on said bonds -shall be seven per cent (7~) per annum, payable annually for the first year and semiannually thereafter; provided that ',said bonds may be offered for sale at any lower rate of interest, '-'but not in excess of seven per cent (70) per annum, payable as aforesaid. 8. The measure to be submitted to the electors of `,the county service area shall be as follows: MEASURE: Shall Butte County Service Area No. 26 incur a bonded indebtedness in the sum of $900,000 for the purpose of the acquisition, construc- tion and completion of facilities for the collection, treatment and disposal of sewage of Butte County Service Area No. 26 and its inhabitants, comprising main trunk lines, pipes, pumps, machinery, lands, easements, rights of way, and other works, property or structures, useful or necessary for the collection, treatment or disposal of sewage of said Butte County Service Area No. 26 and its inhabitants? 9. A special bond election is hereby called and 'ordered to be held in the county service area on Tuesday, June 13, 1967, at which election there shall be submitted to the qualified electors of the county service area the measure hereinabove set 'forth. This Board does hereby submit to the qualified electors of the county service area at said special bond election the -said measure and designates and refers thereto in the ballot hereinafter prescribed for use at said election. 3. 10. The polls at the polling place hereinafter mentioned shall be opened at seven o'clock a.m. and shall be .kept open continuously thereafter until seven o'clock p.m. on the day of said election, when said polls shall be closed (except as provided in Section 14436 of the Elections Code of the State of California), and the election officers shall thereupon proceed to canvass the ballots cast thereat. 11. Said special bond election shall be held and conducted and the votes thereat canvassed, and the returns thereof made, and the result thereof ascertained and determined as herein provided. In all particulars not prescribed in this .'resolution said election shall be held in accordance with the .general election laws of the State of California so far as the same shall be applicable. The returns of said election shall be made out and signed by the election officers and shall be by them deposited with the County Clerk of the County of Butte, together with the ballots cast at said election, and this Board shall meet and canvass said returns on its first regular meeting after said election, to wit: Tuesday, June 20, 19b7, at the hour of 11:00 a.m. Upon such canvass, if it shall be found that said measure carried, then bonds of the county .service area in the aggregate principal amount so approved shall be issued and sold by the Board, and if it shall be found that said measure failed to carry, the result thereof shall be entered accordingly. 12. For the conduct of said special bond election the county service area shall constitute one (1) special bond .election precinct, the boundaries of which shall be coterminous with the boundaries of the county service area.
