HomeMy WebLinkAbout67-115RESOLUTION N0. 67- BOARD OF SUPERVISORS 1 COUNTY OF BUTTE, STATE OF CALIF ORNIA 2 RESOLUTION REQUESTING CLARIFICATION OF WELFARE REGULATSON C~204o70 (b) 3 4 WHEREAS, there is a Department of Social Welfare regulation, 5 number C-204070 {b), wherein certain ambiguities exist; and 6 WHEREAS, the ambiguities are concerned with whether or not q prior to requiring persons to work on a work training project, or g organized instruction, the payment of $25.00 is a mandatory g requirement; and 10 WHEREAS, the general philosophy of social welfare is based 11 upon individual needs; and 12 WHEREAS, the local departments of social welfare are familiar 13 with the needs of the individuals required to work pursuant to 14 Welfare and Institutions Code Sections 11301 and 11305; and 15 WHEREAS, the spirit of local control should be carried out by 16 local determinations, 17 NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of lg the County of Butte, that they urge that the Director of Social 19 Welfare clarify welfare regulation 0 204.70 (b), to provide that 20 additional payment be based upon the need of the individual, which 21 need would be measured and determined by the local welfare 22 director, and that the $25.00 provided for in said section be a 23 maximum amount to be granted according to their need and not a 24 mandatory amount of grant to enable the individual to work. That 23 the entire determination be based upon the need of the individual 26 to enable him to participate in work training projects or organized 27 instruction. 28 BE IT FURTHER RESOLVED that this resolution be sent to SPENCER 29 WILLIAMS, Director of Health and I7elfare, JOHN MONTGOMERY, Director 30 of Social Welfare, COUNTY SUPERVISORS ASSOCIATION OF CALIFORNIA, 31 COUNTY WELFARE DIRECTORS ASSOCIATION, to all the counties concerned 32 with welfare in the 'State of California, and such further intereste 1 2 3 4 5 6 7 8! 9 10 11 12 13 14 15 16 17 18 is 20 21 22 23 2g 25 28 27 28 29 30 31 32 parties as the board may designate.
