RESOLUTION ESTABLISHING COUNTY SERVICE AREA TO BE
ENTITLED "COUNTY SERVICE AREA N0. 31" (Government

WHEREAS, heretofore, on the 23rd day of May, 1967, the
Board of Supervisors of the County of Butte, State of California,
adopted and passed a Resolution of Notice of Intention to
Establish a County Service Area to be entitled "COUNTY SERVICE
AREA NO. 31"; and
WHEREAS, said resolution fixed the 27th day of June, 1967,
at 11:00 a.m. of said day, in the Board of Supervisors Room of
the Butte County Courthouse, in the City of Oroville, State of
California, as the time and place for the public hearing on the
establishment of said area, and continued to June 29, 1967; and
WI~EREA'S, said board, at said time and place, proceeded to
hear arguments both for and against the establishment of said
area ; and
WHEREAS, no written protests against the establishment
thereof were filed in accordance with 'Section 25210.17 of the
Government Code; and
WHEREAS, the City Council of the City of Biggs has passed
a Resolution of Consent pursuant to law to be included within the
service area established herein,
NOW, THEREFORE, BE IT RESOLVED by the BOARD OF SUPERVISORS
OF THE COUNTY OF BUTTE, State of California, as follows:
1. That said board hereby finds and determines that
proceedings herein were conducted pursuant to Section 25210.1
et seq. of the Government Code, and that publication and notices
were given pursuant thereto, and that said board finds and
determines that the extent to which the services described in
the Resolution of Intention are extended county services;
2. That said board hereby determines to establish said

1 3o That the boundaries of said service area are hereby
2 finally determined and established as the same as are shown on
3 Exhibit "A", attached hereto, entitled "Description of the
4 Boundaries of County Service Area No. 31", said exhibit is
5 incorporated herein by reference and made a part of this resolu-
6 tion.
7 4. That the name of said service area so established is
8 "CQUNTY SERVICE AREA N0. 31".
9 5. That the type of extended county services to be provid d
10 within said area is the construction, operation, maintenance,
11 repair, and upkeep of a swimming pool to be constructed within
12 the proposed service area.
13 6. That a tax sufficient to pay for all such services
14 which are furnished on an extended basis shall be annually levied
15 upon all taxable property within said area.
16 7. That said county service area is established for all
17 purposes subject only to compliance with the requirements of
18 Chapter 8, Part 1, Division 2, Title 5 of the Government Code
19 and subject to the provisions of Article 2.5, Chapter 2.2;
20 Part 2, Division 2, Title 3 of the Government Code of the State
21 of California.
22 PASSED AND ADAPTED by the Board of 'Supervisors of the
23 County o~ Butte, State of California, this 29th day of June,
24 1967, by the following vote:

Service Area No. 31
Beginning at the -~ Section corner between Sections 14 and 30, T 18 N.R. 3 E.
M.D.B.B M. being in the West boundary of the Rancho Femandez, said West boundary of
Rancho Femandez being identical with the West boundary of Gridley Colony No. 3;
thence Southerly along said West boundary of Gridley Colony No. ,3 to the Southwest
corner of Lot No. 26 of said Gridley Colony No. 3; thence Easterly along the South
' line of Lots 26 and 27 of Gridley Colony No. 3 being identical with the North Boun-
dary of theOrd Rancho and Boyles Ranch and .their extension 24 miles, more or less,.,.
to the center of the Feather River; thence up the Feather River Northerly 5 miles,
more or less to the West line of South Thermalito extended Southerly; thence North-
erly along the West line of South Thermalito, and its extension Southerly 3/4 miles,
more or less, to the Southerly line of Oroville-willows Road;. thence Easterly.aiong
the Southerly line of Oroville-Willows. Road to the Easterly line of Blocks 180 and
204 of South Thermalito extended Southerly; thence Northerly along last mentioned
line 1 3/4 miles, more or less to the Southerly line of Section 21, T.19 N.R.3 E,
extended Easterly; thence Westerly along last mentioned line to the Southeast cor-
ner of said Section 21; thence Nertherly 2 mile more or less to. the East g carner-
of said Section 21; thence Westerly along East and West half 'section line to a
-point 4 mile East of Vest line of said Section 21; thence Northerly parallel to the
.West i.fne of Sections 21, 16, and 9 T.19 N.R.3E. 2~ miles more or less to the North
line of said Section 9; thence Westerly along Section lines 24 miles more or less
to the Southeast corner of Section 1, T. l9 N.R.2E.; thence Northerly along Range
line i mile more or less, to the Northeast corner of said Spction~l; thence Westerly
on Township line 3 miles to the Southeast corner of Section 33 T. 20 N.R.2 E.;
thence North on Section line ~- mile to quarter section corner between Sections 33
and 34,~said Township; thence Westerly on ~ Section line~52 miles more or less to
the center of Butte Creek; thence Southerly along Butte.Creeie to the Township line
between T.18N.R.1 E and T 17N.R.I E; thence Easterly along Township line 2 miles,
more or less, to the Southeast corner of Section 33 T. 18 N.R. 1 E.; thence North-
erly on Section line 1 mile mare or less, to the Northeast corner of said Section
33; thence Easterly on Section line 1 mile more or less to the Southeast coiner of
Section 27, said Township; thence Northerly on Section line 1 mile more or less to
the Northeast corner of said Section 27; thence Easterly on Section line 82 miles
more or less to the point of beginning.
Excepting therefrom these lines located within the boundaries of the Richvale
Recreation and Park District which is described as followss
Beginning at the northeast corner of Section 1, Twp. 19 N, R 2 Es thence westerly
along Twp, line 3 miles, more or less, to the northwest corner of Section 3, of
said Twp; thence northerly along section line ~ mile, more or less, to quarter
corner common to Sections 33 and 34 of Twp. 20 N, R 2 E; thence Westerly, along
quarter section line 5~ mires, more or less, to point of intersection of center
line of Butte Creek of Twp. 20 N, R I E;-thence meandering southwesterly along
center line of.said Butte Creek to point of intersection of south boundary line of -
Section 33, Twp. 19 N, R 1 E; thence easterly along Twp. line 5.8 miles, more or
less, to southeast corner of Section 32 of Twp. 19 N.R. 2 E; thence northerly
along section line 3/4 miles, more or less to quarter quarter corner common to
Sections 32 and 33 of said Twp; thence easterly along quarter quarter section. .
line 1.75 miles, more or less, to centerline of Southern Pacific railroad track;
thence northwesterly along centerline of said railroad track 3/4 miles, more or
less, to point of intersection of quarter section line of Section 27 of said Twp;
thence easterly along quarter section line 2.5,-more or less, to centerline of
