BOARD OF SUPERVISORS
1 COUNTY OF BUTTE, STATE OF CALIFORNIA
2 RESOLUTION IN SUPPORT OF ASSEMBLYMAN JOHNSON'S POSITION
ON CHICO STATE COLLEGE DEMONSTRATION COMMEMORATING THE
3 FIFTIETH ANNIVERSARY OF THE RUSSIAN REVOLUTION
¢ WHEREAS, Assemblyman Ray Johnson issued a press release,
~ dated November 15, 1967, which is set out in part as follows:
g "Assemblyman Ray E. Johnson (R - Chico) today stated
q that he was very interested in reading the recent press
g release issued by President Robert Hill of Chico State
g College in which guidelines governing free speech on the
10 campus and the position the administration of the college
11 plans to tah if confronted by future problems were set
12 forth.
lg Johnson stated that an awareness of the obligation to
1¢ the public which institutions supported by public funds
15 must recognize was evidenced in that portion of the release
16 which said _ " .the campus will not be used or abused
17 for the illegal purpose of any individual or group,
lg whether a member of the academic community or otherwise,
19 We will use every means available to us under existing
20 laws, regulations and policy guidelines and will call
21 upon responsible agencies as required to ensure the
22 peaceful daily pursuit of our time-honored purposes and
23 objectives as a public educational institution in
2¢ California."
2g Johnson said that he was greatly concerned over the
26 liberal forum demonstration recently held in commemo-
27 rata>on of the 50th Anniversary of the Communist Party
28 where pictures of the Communist hammer and sickle were
29 displayed. .Other speakers who are students enjoying
30 the benefits of higher education on the campus of a
31 state supported college berated the country which
32 provided this opportunity for them.
1 "I would expect", Johnson said, "that the lawmakers of
2 this state will take a serious look at a condition which
3 tolerates the celebration of the 50th Anniversary of the
4 Communist Party on a publicly-supported institution while
6 our own boys are dying in Viet Nam in support of our
g country's ideals and in opposition to the ideals of
q Communism.
g "1t seems that in our great desire to grant our colleges
g liberties in the name of academic freedom we now find
10 ourselves no longer legally able to control the actions of
11 anyone on a college campus. This is, indeed, a sad state
12 of affairs", Johnson stated.
13 "I would hope", Johnson said, "that a firm stand will be
lg taken by the responsible members of the academic .family to
16 put their own house in order and not permit a limited few
lg to abuse the reasonable and sensible academic freedoms
17 enjoyed by all its members"; and
lg WHEREAS, this board is in accord with Assemblyman Johnson
lg on this matter,
20 NOW, THEREFORE, BE IT RESOLVED by the Butte County Board of
21 Supervisors that this board respectfully requests that the legis-
22 lature of this state study and evaluate the statutes relating to
23 the government and policies of state colleges and universities, in
24 order that a determination be made as to whether or not the now
2~ existing legislation or policies have had the effect of seriously
2g undermining the discipline in state colleges and universities
2T through the lessening of control of discipline by the administ-
28 rations of the aforementioned colleges and universities.
29 BE IT FURTHER RESOLVED that this board send copies of this
30 resolution to Assemblyman Ray Johnson and Senator Fred Marler.
31. PASSED AND ADOPTED by the Board of Supervisors of the County
