BOARD OF SUPERVI50RS
COUNTY OF BUTTE, STATE OF CALIFORNIA
RESOLUTION REGARDING MEDI-CAL PROGRAM COSTS
WHEREAS, there has been a great public outcry concerning the
level of property taxes; and
WHEREAS, virtually every candidate running for the State
Senate, Assembly and constitutional offices has pledged to exert
every effort to reduce property taxes and grant relief to property
taxpayers; and
WHEREAS, the Medi-Cal program has resulted in an increase
in the County budget for the current and the last fiscal year; and
WHEREAS, the State Supreme Court has declared invalid certain
administrative regulations adopted by the State in an attempt to
reduce the costs of Medi-Cal program to the State; and
WHEREAS, Butte County supports all reasonable cuts in Medi-
Cal expenditures; and
WHEREAS, under other requirements of the law, the County is
required to pay most, if not all, expenses for medical care for
medically-indigent persons not paid for by the Medi-Cal program; ',
and
WHEREAS, certain federal matching farads are available to ',
supplement State appropriations for the Medi-Cal program, and no
such funds are available when the cost falls on the County;
NOW, THEREFORE, BE IT RESOLVED:
1. That the County of Butte is not in a position to pay the'
increased costs of medical services occasioned by a deficit in the
Medi-Cal program;
2. That the County of Butte is not in a position to assume
responsibility for the costs of medical care to medically-indigent
persons who may be eliminated from the Medi-Cal program by admini-
strative action consistent with the Supreme Court ruling;
3. That the County of Butte urges the Governor and the
State Legislature to take such steps as may be necessary to insure

that the County cost of providing medical care to all classes or
medically-indigent persons whether receiving aid or not, be limiter
to the amount based on the 1964-65 cost to counties as originally
provided in the Medi-Cal statutes; particularly, increased tax
costs to the County property taxpayer for all medical services
which the County is required to provide must be avoided.
4. That the Legislature take such action as may be necessary
to insure that the County's costs of medical care to medically-
indigent persons of all types be limited to the 1964-65 level as
originally provided in the Medi-Cal statutes.
PASSED AND ADOPTED this 12th day of December, 1967, by the
following vote:
AYES: Supervisors Dunaway, Maxon, McKillop and Chairman Howsden
NOES : None
ABSENT: Supervisor Pryde
