BOARD OF SUPERVISORS
1 COUNTY OF BUTTE, STATE OF CALIFORNIA
g RESOLUTION REGARDING FILLING OF VACANCIES ON SCHOOL BOARDS
3 WHEREAS, when a vacancy occurs on a school board by other
¢ than the expiration of the term for which a board member has been
5 elected, the vacancy is filled by the remaining members of the
g school board appointing an individual to serve the unexpired
7 portion of the term; and
g WHEREAS, this procedure leads to the appointee having an
g allegiance to the appointing members, which is not conducive to
10 free and independent consideration; and
11 WHEREAS, such appointments are often subject to local
12 political pressures upon the appointing members by special
13 interest groups; and
14 WHEREAS, such appointments can lead to a disturbance of the
15 free and independent desires that the board is required to make;
16 and
17 WHEREAS, all of her appointments to unexpired terms are made
1g by agencies or individuals other than the existing board; and
19 WHEREAS, the Board of Supervisors of the County of Butte
20 feels that it would lead to a freer and more impartial selection
21. of school board members if the appointments were made by a dis-
22 interested entity or person,
23', NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors
24 of the County of Butte that they,
28' I. Urge that legislation be introduced to provide for the
28 filling of vacancies on a local school board by appointment to be
27 made by the County Board of. Supervisors, if not by the Board of
28 Supervisors, then by the County Board of Education be empowered tc
29 make the appointment to the said school board.
30 2. That said appointment be made for a term to extend only
31 to the next regular election, at which school board members
32 would be elected, and at that time said appointed member would

stand election for the remainder of the terms of the office to
which said appointment had been made.
BE TT FURTHER RESOLVED that a co py of this resolution be sent
to the Honorable Fred Marley, Senator of the State of California,
the Honorable Ray Johnson, Assemblyman of the State of California,
and to such other interested persons as this board may designate.
PASSED AND ADOPTED by the Board of Supervisors of the County
of Butte, this 30th day of January, 1968, by the following vote:
