BOARD OF SUPERVISORS
1. COUNTY OF BUTTE, STATE OF CALIFORNIA
2 RESOLUTION OPPOSING FINAL DRAFT OF THE CONSTITUTIONAL
REVISION COMMISSION AFFECTING ARTICLE XI OF THE
g CONSTITUTION OF THE STATE OF CALIFORNIA
~ WHEREAS, the existing Article XT of the Constitution of the
s State of California contains extensive provisions relating to
6 local government; and
7 WHEREAS, Article XI sets forth the general framework and
g pattern of local government, especially relating to the structure,
g organization, and pattern of counties; and
10 WHEREAS, it was found to be desirable to clarify some of the
11 technical and lengthy provisions contained in said Article, the
12 matter was referred to the Constitutional Revision Commission; and
13 WHEREAS, final draft of the Commission does not accomplish
14 the purpose of clarification, but rather does accomplish the re-
15 moval of constitutional guarantees of the local government pro-
16 visions; and
~~; WHEREAS, the legislature is to consider action on the final
~g draft of the Constitutional Revision Commission;
19 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS
20 OF THE COUNTY OF BUTTE that they oppose the draft of the
21 Constitutional Revision Commission as it affects Article XI of
22 the Constitution, in that the constitutional guarantee for
23 stability in local government has been removed and placed in the
2~ hands of the legislature for extensive legislation in the fields
25 of county or local government with no assurances that such
2B legislation shall be accomplished as intended by the revision
27. commission.
28 BE IT FURTHER RESOLVED that this board urges the final
29 draft, as it presently exists, be rejected by the Legislature of
30 the State of California, and that the integrity of local
31 government be preserved as provided in the existing provisions of
S2 the Constitution.

BE IT FURTIHER RESOZVED that a copy of this resolution be
forwarded to the County Supervisors Association of California,
to the legislators representing the County of Butte, and to such
other interested persons as this board may designate.
PASSED AND ADOPTED this 6th day of February, 1968, by the
following vote:
AYES: Supervisors Dunaway, McKillop, Pryde and Chairman Maxon
NOES : None
ABSENT: None
NOT VOTING: Supervisor Howsden
