SPECIAL PROVISIONS FOR WORK PERFORNfED ON COUNTY ROADS ~~ SUBDIVISION STREETS IN BUTTE COUNTY GENERAL: All work.performed.on the Butte County Hig'kii~ay~Syste~ri and an subdivision streets proposed fob acceptance into said highway system shall conform to the applicable.provisions of the "Standard Specifications, State of California, Department of Public Works, Division of Highways", latest edition, and in accordance with the Resolution .adopted by the Butte County Board of Supervisors. The above specifications are to be modified as follows to adopt them to the particular conditions in subdivisions. Methods of measurement and payment referred to in said Standard Specifications da not apply to these special provisions. The intent of these specifications is quality control of the subdivider's work. Any and all costs of street and other improvements, except by special agreement, shall be the responsibility of the subdivider. 1, CONTROL OF THE WORK: Control of the quality of work shall at all times be vested in the Director of Public Works of Butte County, hereinafter referred to as "Lirector" or "Engineer", and his aut.*~orized agents, as set forth in Section 5 of said Standard Specifications. Section 5-1.07 - Lines and Grades shall be modified as follows: "The subdivider's engineer shall submit plans and profiles for the approval of the Department prior to the beginning of any work. Line and grade stakes, sufficient in number to produce a true and work- manlike job, shall be set by the subdivider's engineer accozding to the plans and profiles as approved." The Engineer may check the acc- uracy of these stakes at any time. The subdivider shall be responsible for notifying the Engineer 24 hours in advance at the following stages of the work: 1. Notification by contractors of when they move onto job. 2. After work has been laid out, clearing is complete, and grade stakes are set, but before any grading has commens=ed. 3. Subgrade is complete, ready for aggregate base. and/or curb and gutter work. 4. Aggregate base is compacted and finished and ready for prime coat or penetratioa~ treatment. 5. Prime coat or penetration treatment has been applied and the surface is ready to receive paving or seal coat. 6. Clean-up is complete and ready for final acceptance. 7. Notification of suspension of work and also, before resumption, Any work installed without such notification shall be considered as not in accordance with these special provisions and shall be removed, replaced, or torn up and recompacted if, in the opinion of the Engineer, it is necessary. 2. CONTROL OF MATERIALS: Tests made for the control of material used in the work shall be in accordance with the technical provisions of Section 6 of said Standard Specifications. .Tests shall be made in the field by employees of the Department of Public Worka or in laboratories approved by the Engineer, unless otherwise approved by the Engineer. Materials from commercial sources shall be certified by the vendor and such certification shall be delivered to the Engineer or his represen- tative before the material is incorporated in the work. Aggregate base material from untested local pits may be sampled and tested by the Engineer or his representatives. The cost to the subdivider for such tests, the number required to be determined by the Engineer, will be Fifty Dollars ($50.00) each. EARTHWORM{: The earthwork involved shall conform to Section i9 of the Standard Specifications as modified herein. The relative compaction of roadway embankments shall be not less thani 90 percent, in lieu of conflicting requirements of Section 19 of the Standard Specifications. 5. The Engineer may require a resistance value test, priar to placing of aggregate base., if, in his opinion, the basement soil is not of a suitable quality and may require a thicker layer of aggregate base. The structural section for. streets in commercial subdivisions shall be determined from resistance value tests based on a traffic index to be determined with each subdivision, but shall have a minimum of 6 inch aggregate base. 6. PENETRATION TREATMENT: Penetration treatment in accordance with Section 36 of said Standard Specifications shall be applied to the full width of subdivision streets. Liquid asphalt shall be SC-250 conforming to Section 93 of said Standard Specifications and shall be applied at the rate of 1/4 to 1/2 gallon per square yard, the exact amount to be determined. by the Engineer. No penetration treatment shall be applied between October 15 and May 15 or when either the air temperatures or the aggregate temperature are below 60"F., unless approved by the Engineer. 7. SEAL COAT: Where permitted, a double seal coat conforming to Section 37 of said Standard Specifications shall be applied to the full width of the sub- division street (see typical sections). $. ASPHALT CONCRETED Where regufred, 2 inches of plant-mixed asphalt concrete shall be applied to the full width of the subdivision street (see typical sections). Plant-mixed asphalt concrete shall be Type "B", 3/4" maximum, using crushed rock or crushed gravel, and paving asphalt 200-300, manufactured and placed in accordance with Section 92 of said Standard Specifications. A prime coat consisting of 1/4 gallon per square yard liquid asphalt SC-250 shall be applied to the sub-base before asphalt concrete is placed. A fog seal in accordance with Section 3~ of said Standard Specifications ,shall be applied to the surface. 9: CONCRETE CURt3S, GUTTERS, AND SIDEWALKS: Concrete curbs, gutters, and sidewalks shall be placed in accordance with Section ']3 of said Standard Specifications and to the standards of the County of Butted Portland cement concrete for curbs, gutters, and sidewalks shall be Class H, 1-1/2" maximum size, as specified in Section 90. The slump for concrete placed in curbs and gutters shall be not more than 5 inches. 5ubgrade under curb and gutter shall be compacted to nat less than 90$ of standard compaction. ~. 3, X2/58 APFENDIX V SUBDIVISION AGREEMENT THIS AGREEMENT, made and entered into this day of _JJ , 19~, by and between_ __ _, ,~_ ~ hereinafter called °'Subdivider", and the County of Butte, a political subdivision of the State of California, hereinafter called "County". W I T N E S SET H: The parties hereto agree that the Subdivider shall complete the road and street improvements, tract drainage and all other improvements required in the approved construction plans for the W, _ subdivision as per the map being filed at this time in the office of the County Recorder of the County; and Subdivider further agrees that the construction of said improvements shall be completed to the satisfaction of the Director of Public Works within one year from the date hereof, and shall be constructed in accordance with the approved plans on file with the Butte County Department of Public Works and the specifications for subdivision roads adopted by the County and the applicable sections of the current edition of the State of California Division of Highways Standard Specifications. The Subdivider shall cause the work to be completed without undue delay except for inclement weather or other reasonable cause. Any delay in the completion of the work beyond the period stated, unless an extension thereof is approved by the Board of Supervisors, shall result in forfeiture of the cash deposit and/or securltyr or a portion thereof, for the completion of the work. The Subdivider further agrees to maintain these subdivision roads for a period of 1 year from the. date of acceptance of the work by the County Board of Supervisors. The Subdivider further agrees that he will pay all the costs of improvements when due, including all labor and materials and the cost of relocating existing utilities when such relocation is necessary to permit the construction of improvements required for the subdivision. The Subdivider further agrees to pay for the setting and establishment of all survey monuments and points as shown on the filed subdivision map. The Subdivider further agrees that at the time of execution of this agreement, he will deposit with the County in the form of a cash deposit or acceptable surety bond or bonds to guarantee the performance of work, payment for labor and materials, maintenance of the facilities for a one-year period, and payment for surveying in the amounts listed below: 1) Performance in amount of contract prise $ 2) Labor and material in amount of 508 of contract price $ 3) Maintenance bond in amount of 508 of contract price $ 4) Surveying bond in amount equal to estimate of work $ The County in consideration of the terms above referred to, agrees to permit the Subdivider to file and record said subdivision map and recognizes the subdivision described therein as a subdivision complying with the ordinances and requirements of the County of Butte and the applicable laws of the State of California.
