WHEREAS, for many years the problem of preemption has
plagued the counties; and
WHEREAS, the history of preemption has cl.ilutPd the author-
ity of the county to legislate in local matters; and
WH~F,AS, Senate Bi11 No. 425 is directed to clarifying the
priority of state vs. local statutes,
NOW, TH;RFFORE, B~; IT RESOLVED BY THE BOARD OF SUPERVISORS
OF THr COUNTY OF BUTTE, that-~by these presents they do endorse
Senate Bill. No. 425, and urge its passage in support from all
legi s la tors .
BE IT FURTHER RESOLVED that a copy of this resolution be
forwarded to the Honorable Ronald Reagan, Governor of the State o
California, the Honorable Ray Johnson, Assemblyman of the State o
California, the Honorable Fred Marler, Senator of the State of
California, and to such other and further interested parties as
the board may direct.
PASSED AND ADOPTED by the Board of Supervisors of the
County of Butte, State of California, this 9th day of April,
1968, by the following vote:
AYES' Supervisors Dunaway, McKillop, Pryde and Chairman Maxon

ABSENT: None
ABSTAINING: Supervisor Howsden
