HomeMy WebLinkAbout68-107RESOLUTTON N0. 68-/67 BOARD OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA 1 .RESOLUTION RF,GARDING SALES TAX STUDY 2 WHEREAS, there has been considerable controversy over the 3 pro rata distribution of the sales tax between the cities and 4 county; and 5 WHEREAS, the county is desirous of a fair and equitable 6 solution to the matter; and 7. WHEREAS, this is a legislative matter to be handled by the 8 legislative bodies of the cities and the legislative body of the 9 county; and Yp WHEREAS, to establish an equitable system, facts, figures, 11 and other pertinent information should be taken into consideration 12 for the determination; and 13 WHEREAS, the county is desirous of seeing fair and equitable 1~ distribution; 15 NOW, THEREFORE, BF, IT RF'SOLVED BY THE BOARD OF SUPERVISORS ~g OF THE, COUNTY OF BUTTE, that they propose this study to the cities 17 and request the cities join with the county, as follows: Zg 1. A study commission be appointed in conjunction with the 19 cities; 20 2. Said study commission shall take into consideration all 2I of the services rendered to the residents of the unincorporated 22 areas furnished by the cities and the cost thereof, and all the 23 services furnished by the county to the citizens of the incorpor- 24 ated areas and the costs thereof, including costs of services 2g provided for residents of unincorporated areas which are paid from 2Q General Fund money, and which services are not provided to the 27 residents within the incorporated areas, and shall utilize all 28 information available as to dollar cost and receipts in connection 29 with the sales tax. This paragraph is not intended to limit the gp scope of the study and the commission shall consider and report 3~. all information that will assist in determining the issue. 32 3. The study commission-shall present all the facts 1 2 3 5 6: 7 8 9' 10 11 12 13 14 15 16. 17 18 19 20 21 22 23 24 25 26 2'7 28 29, 30 31 32 developed to the various legislative bodies and submit a formula for distribution of sales tax receipts. Such determination sha11 not be dependent upon any existing distribution, but rather shall be an independent finding regardless of whether it raises or lowers the present distribution to any of the entities involved. 4. That the findings and conclusions for the formula for distribution of sales tax be submitted to the cities and county and they then may enact legislation consistent with such findings.
