HomeMy WebLinkAbout68-173RESOLUTION N0 .~~, ~~ BOARD OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA RESOLUTION REGARDING THE WATSON AMENDMENT 6 7' 8 9 10 11 12 13 14. 15 16 17 18 19 20 21 22 23 24 25 2B 27- 28 29 30 31 32 WHEREAS, the State of California has since the turn of the century witnessed the greatest population increase of any state of the nation; and WHEREAS, this population increase was absorbed by the various levels of local government without any reduction in the level or the quality of services rendered; and WHEREAS, this accomplishment must be recognized as a great tribute to the type of local government existing in California which has the flexibility to accommodate such tremendous populat- ion increases; and WHEREAS, the Board of Supervisors of the Caunty of Butte recognize the great increase in governmental services that have occurred in the past thirty years and which have been absorbed by the property tax payer of the State of California; and WHEREAS, the Board of Supervisors of the County of Butte have worked hard and diligently to bring forth some type of prop- erty tax relief in the current session of the state legislature; and WHEREAS, up to this time any property tax reduction program adoption has been unsuccessful; and WHEREAS, there exists on the state ballot Proposition Nine, known as the Watson Amendment, which is alleged to offer the property tax relief; and WHEREAS, the Board of Supervisors of the County of Butte recognize the complexity of the financial provisions of the Watson Amendment, NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Butte, that they wish to remind the voter in the County of Butte, that a good strong local government and home rule is vital to the continued expansion and well being of the resident: of this county and of all the counties of the State of California i 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 BE IT FURTHER RESOLVED that the Watson Amendment, although professing property tax relief would, in fact could, destroy local government as it is known in California today, although the prop- erty taxpayer may be relieved that the cost of government services still would be required and such funding would be vented to the county from the state and with such subventions come State control such as with the welfare program. Therefore, the Board of Super- visors of the counties of the State of California would lose complete control over the cost and level of services provided by the counties. BE TT FURTHER RESOLVED that the Board of Supervisors of the County of Butte wish to take a position in opposition to the Watson Amendment for these reasons. BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Governor of the State of California, Senator Marler, Assemblyman Johnson, and the County Supervisors' Association of California.
