HomeMy WebLinkAbout68-177RESOLUTION N0. 68- 177 BOARll OF SUPERVISQRS COUNTY OF BUTTE, STATE OF CALIFORNIA T RESOLUTION TRANSFERRING ALL ACCOUNTING FUNCTIQNS TO THE 2 BUTTE COUNTY HOSPITAL. AND SETTING RESPONSIBILITY THEREFOR 3 4 Wr~EREAS, the Butte County Community Hospital is presently ~ operating under an enterprise fund, as set out in Government 6 Code Section 25261, and Title 2 of the Administrative Code ~ pursuant to Butte County Resolution Noa 66-167; and 8 WHEREAS, this board finds that the hospital can be more 9 efficiently run by the transfer of all accounting functions to 10 the hospital, in order to insure that the entire responsibility 11 for the running of said hospital shall be in the hospital 12 administrator, and in keeping with good management practice; and 13 WHEREAS, the Auditor-Controller of the County of Butte 14 has concurred in moving all accounting functions to the hospital, 15 NOW, THEREFORE, BE IT RESOLVED by the Butte County Board 16 of Supervisors: 17 1. As of November 15, 1968, all accounting functions 18 pertaining to the hospital shall be completed at the hospital 19 and shall be the sole responsibility of the hospital administrator. 20 2. The Hospital Administrator shall utilize the accounting 21 procedures set forth in the California Hospital Association 22 Uniform Accounting System, and shall henceforth supply to the 23 Board of Supervisors, monthly, balance sheens, financial statements, 24 and monthly operating statements, which reports shall indicate the 25 monthly financial condition of the hospital. 26 3, The County Auditor shall continue to exercise his 27 responsibilities pursuant to t17,e.,_provisians of Government Code 28 Section 29120 et seq. 29 4. The Auditor-Controller shall audit the accounts of 30, the hospital as often as necessary, and said audit shall be 31 conducted at least once every six (6).months, and the Auditor- 32 Controller shall submit audit reports on such audits to the Board 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 23 26 27 28 29 30 31 32 of Supervisors as soon thereafter as feasibleo 5o The Hospital Administrator is forthwith designated as "Certification Officer" as that term is designated in federal regulations pertaining to the Medicare program and State of California regulations pertaining to the Medi Cal programs PASSED AND ADOPTED by the Board ofSupervisors of the County of Butte, State of California, this 12th day of November, 19b8, by the following vote: AYES: Supervisors Dunaway, Howsden, McKillop and Chairman Maxon ~ NOES : None ABSENT: Supervisor Pryde r-.r-- LD~~N; C air~ma ~ Butte County Board of Supervisors ATTEST: JESSIE ROGERS, County Clerk and ex-officio Clerk of the Board of Supervisors By~ , ~ ~~_Deputy
