COUNTY OF BUTTE, STATE OF CALIFORNIA
RESOLUTION PROPOSING LEGISLATION FOR REIMBURSEMENT
TO COUNTIES BY THE STATE FOR THE COST OF MAINTAIN-
ING GOVERNMENTAL FACILITIES USED BY TOURISTS,
VISITORS AND CAMPERS
WHEREAS, in many counties in the State of California,
particularly those lying along the seacoast, the area of land
devoted to state beaches and parks is out of proportion to the
ratio between the area of the county and the area of the state; and
WHEREAS, these lands are not included in the local tax rolls
and therefore produce no local tax revenues; and
WHEREAS, an extraordinary number of people from other areas
visit these state beaches and parks each year, creating problems
,of road construction and maintenance, policing of beach areas,
!cleanup of litter, and operation of courts; and
WHEREAS, visitors to state facilities -spehd money in local
areas, but this is at best an indirect benefit to local government,
while the cost of facilities and services which must be provided
is a direct detriment to the local government,
NOW, THEREFORE, BE IT RESOLVED that this Board hereby
urges the state government to develop a formula, preferably based
on the number of visitors to an area, which would reimburse local
governments for the extraordinary costs incurred in providing
facilities and services for visitors brought to said local areas by
the presence of state beaches and parks.
