HomeMy WebLinkAbout69-060RESOLUTION NO. b9-~G~ BOARD OF SUPERVISORS ~l 2' 3' 4 5 6 7 8 9' 10~~~ COUNTY OF BUTTE, STATE OF CALIFORNIA RESOLUTION REQUESTING LIMITATION OF PUBLIC OWNERSIIIP OF LAND WITHIN THE UNITED STATES WHEREAS, a very large proportion of the land of the United States, particularly in the western part thereof, is in public ownership; and WHEREAS, the concept and practice of the principles of private ownership of land, and the development of the same by private enterprise was and still is the foundation of the great economic development of this nation, unmatched anywhere in the lx world; and 12 '; WHEREAS, the tax base so developed and the tax income 131, generated by private ownership for the support of public institu- 14 bons contribute substantially to the interest in and the main- 15 tenance of good government; and 16 WHEREAS, while it is recognized that public ownership is 17 justified in some circumstances to a reasonable extent, it is 1g also recognized and emphatically demonstrated that, when public 19 ownership becomes predominant in a given area, it very often 20 effects an economic stranglehold upon that area, choking off the 21 !! substance on which men live, 22 NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors 23 j of the County of Butte, State of California, as follows: 24' That the Congress of the United States be urged to enact 2g, legislation and the several states affected be urged to enact 26 27' 28' 29' 30 31 32 concordant legislation that would limit the public ownership of land in each and every county or like political subdivision withi the United States, to not more than fifty per cent of the total land of said counties, if the governing body of any said counties or like political subdivision does, by a four-fifths vote of, its i membership, request the above indicated limitation. BE TT FURTHER RESOLVED that a commission be created consisting of equal representation from the county, state and the federal government. The duty and authority of said commission to be to decide, after public hearings, what lands are to be sold, ~', . !6: 7 ,8 9' 10. 11 f 12 13' i4 15 16 17 18' 19 .' 20' 21' 22 23'. 24' 25''' 26' 27I 28 29 301 31 32' the manner in which said lands will be sold, and when. BE IT FURTHER RESOLVED that it be provided that the transfer of ownership as above requested be consummated within ten years from and after the date of the enactment of the requisite legislation.
