HomeMy WebLinkAbout69-103RESOLUTION N0. 69-~0,3 BOARA OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA RESOLUTION IN OPPOSITION TO THE CALIFORNIA TAHOE REGIONAL PLANNING AGENCY 5" 6 7' 8 9; lo! 11! 12: 13'' 74 15~ 16 17 18. is 20 21 22. 23' 24 25 26 j 27 28' 29' 30 31 II 32 II WiTEREA5, the Board of Supervisors of Butte County has opposed the formation of the Tahoe Regional Agency Government from its inception; and WHEREAS, the presumption-that local self-governing bodies have failed to take the practical and necessary measures required to preserve the unique splendor of Lake Tahoe is demonstrably false and without merit; and WHEREAS, the one-man one-vote standard universally appli- cable to a governing body with legislative and taxing power is ignored and neatly negated by a system of designation rather than election so that members of the governing body are not directly responsive. to an electorate within the Tahoe Basin; and WHEREAS, the Agency is able to enact ordinances that must be me.t as well as enforced by the local government at their expense and the agency also has residual power to enforce its own ordinan- ces without concurrence by the local governments; and WHEREAS, the present financing arrangement is completly un- (reasonable if not irrational, and Butte County property owners (remote from the Tahoe Basin are now paying support in the form of local property taxes such as may be demanded by this Regional governing body, on which they have no adequate representation; and WHEREAS, the imposition of an additional layer of property taxes, mandated by the state, isolates the position shared by all California counties concerning the already excessive demand on the local property taxpayer; and WHEREAS, any general application of the concept underlying .this regional government would change our system of government so completely as to amount to fundamental changes; and` WHEREAS, this board has found the establishment of the Tahoe ,,1 12 3 5' 61I 'i7 '8 9 10, lI 12' 13 x~ 15 16 17 18 19! 20' 21 22 23 ~4 25I 26' 2'7. 28' 29' 30 37.! 32~~ Regional Planning Agency presents an unacceptable situation with issues involved which transcend local concern, NOW, TH EREFORE, IT IS HEREBY RESOLVED by the Board of Supervisors of the County of Butte, State of California, that they officially request the Government Efficiency Committee of the California State Senate to approve Senate Bill No. ~9$, the basic purpose of which is to repeal the California Tahoe Regional P7.ann- ing Agency as it exists, and IT IS FURTHER RESOLVED that the board urges the said committee to cause a full examinztion of the total impact of regi- onal government on our representative system. PASSED AND ADOPTED by the Board of Supervisors of the County of Butte, State of California, this 1$th day of June, 1969, by the following vote: AYES: Supervisors Dunaway, Reynolds and Chairman McKillop NOES: Supervisor Howsden ABSENT: Supervisor Maxon to county Board of Supervisors ATTEST: CLARK A.
