Z4 15 I6 17 18 19 2D 2T 22 23 24 25 26: 2'7 28 29 30 31 32 RESOLUTION PD. 69- 1.16 BOARD OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA RESOLUTION PROTESTING THE PROPOSED ABANDONMENT BY THE WESTERN PACIFIC RAILROAD COMPANY OF THE CALIFORi'VIA ZEPHYR PASSENGER TRAIN WHEREAS, the Western Pacific Railroad Company has made application to the Interstate Commerce Commission to discontinue the operation of its California Zephyr passenger trains, otherwise known as trains 17 and 18, between San Francisco and Salt Lake City; and WHEREAS, the Interstate Commerce Commission has ordered that hearings be held to hear protests regarding the proposed discontinuance of this train; and WHEREAS, in the calendar year 1968, approximately 7,300 passengers boarded or departed the California Zephyrs at Oroville; and WHEREAS, this patronage demonstrates the need for the continued operation of the California Zephyr; and WHEREAS, it is the desire of the Board of Supervisors to assist the Western Pacific Railroad Company in exploring sources of additional revenue so that the trains may continue in .service; and WHEREAS, the California Zephyr is the only train remaining that serves Butte County, NOW, i~3EREFORE, BE IT RESOLVED, 1. That said board does hereby of record protest the proposed discontinuance by the Western Pacific Railroad Company of the California Zephyr passenger train, 2. That said board does hereby urge the Interstate Commerce Comrnissioa~ to deny the company's application, 3. Board of Supervisors on July 7, 1969 protesting the proposed discon- tinuance, by Western Pacific, of the California Zephyr. It is possible that the interstate Commerce Commission may return your resolution because, as of this date, Western Pacific has not filed any application proposing to discontinue the California Zephyr. I can understand your assumption that we had made such a filing since we have declared our intention to do so. Public understanding of the situation is also some- what, naturally, confused by the fact that the Denver-arid Rio Grande Railroad has actually filed a proposal to discontinue operation of the Zephyr, on its line, between Salt Lake City,. Utah, and Denver, Colorado. Although this company has not, as yet, done so we will be filing an application in the near future. This action is necessitated by the fact that our losses (already demonstrated, in the past, to be well in excess of $1,0.0.0.,.0.0.0. per year). have.. now soared to the point where losses -for .the full. year 1969 are now anticipated to be approximately $2,0.0.0.-,.0,0.0:. While ive appreciate your point of view I hope that you will understand that losses of that magnitude, fior a carrier of Western Pacific's size, do pose a serious threat to our Continued ability to accord our service area with meaningful competitive services in meeting the ever increasing demand for the prompt, efficient and economic movement of goods. 2. We have noted, with much interest, your pledge of assistance and I assure you that we have pursued every possible avenue of cutting expenses and increases revenues and yet find ourselves caught up in a cycle of ever increasing expenses and decreasing revenues. I assure you that I will not attempt to take any advantage of the fact that your resolution was prematurely filed as I can appreciate the confusion on the matter of timing. Tn the event your resolution is returned by the Interstate Commerce Commission I suggest that you merely resubmit it after we have actually filed.
